The Monitoring, Evaluation and Learning(MEL) Officer will provide managerial and technical leadership for an HEFDC programs in Kenya.
The position is responsible for monitoring, evaluation and learning for the program activities in the areas of strengthening Structures for Legislation and Policy Development and Review at different administrative levels and strengthening of capacity of the different levels of Coordination Structures to Manage Health Systems.

The positionwill also entail generation and management of quality data for program delivery, which is timely and used for progress reporting, documentation and learning.

The position will ensure the planned MEL activities for the above areas are implemented to the clients’ expectations and comply with HEFDC’s and the clients’ agreement/contract specifications. They will maintain “state-of-the-art” technical and managerial capability and facilitate and encourage cross-unit communication and cooperation throughout the project life cycle. The position will be accountable to HEFDC, though working under the partners’ Head of the Program.

The MEL officer will provide their expertise to the program planning and implementation under HEFDC for the central and regional levels under the guidance of the MEL advisor to meet program objectives. The position will conduct all program-related M&E activities for the above highlighted areas at all implementation levels, will be responsible for the designing of M&E activities, coordinating collection, collation and analysis and reporting of data and ensuring that M&E insights feed into program adaptation across all program partners.

The Monitoring, Evaluation and Learning (MEL) Officer, working under the MEL Advisor, will be responsible for the development of HEFDC Programme areas’ Monitoring Evaluation and Learning; and delivering high standards of programme reporting and learning across the portfolio.

The MEL Officer will also be responsible for the development of the programme M&E framework, M&E workplan, and a robust M&E system with clear data flows. The MEL Officer will implement the program information system to track delivery against targets, outcomes and impacts.

They will also conduct analysis of data collected for assessment of progress and areas of improvement, and overall data management, including the maturity monitoring. They will support the reporting processes amongst technical staff and consolidate program reports, and promote learning and knowledge sharing of best practices and lessons learned. They will support the technical staff in MEL functions in the program.

These individuals must have the ability to
work in a dynamic environment with HEFDC staff and partners. They will need to be familiar with various donor M&E systems and procedures.

Qualifications and Experience

Essential:

  • A Master’s degree in a relevant discipline, such as Public Health, Epidemiology, Health Economics, informatics, biostatistics, or a related field with knowledge/skills of Geographical Information Systems and information technology.

  • 5-7 years of experience implementing monitoring and evaluating activities for complex programs in developing countries.

  • Demonstrated experience in providing technical support, setting up and managing M&E systems that track performance as per the objectives of this activity (e.g., performance against each result area) and in the application of statistical methods and database management.

  • Substantial experience in designing, planning, monitoring, reviewing and reporting using Project Cycle Management approach and sector tools such as Theory of Change and Logical Frameworks.

  • Strong interpersonal skills and networking skills with the ability to collaborate and build alliances internally and externally.

  • Highly organised with ability to manage large, complex pieces of work with multiple stakeholders and to produce key deliverables on time.

    Desirable:

  • Fluency in other HEFDC Group’ languages e.g., English, French, Kiswahili

  • Experience of planning, monitoring and evaluating flexible and adaptive programmes

  • Experience in working in donor projects

  • Experience of leading a geographically disbursed team

  • Experience in mentoring or coaching roles

  • Experience of presenting and publishing (in print or on line) analytical materials to a wide range of expert and non-expert audiences

  • Knowledge of information systems

  • Specific qualifications or training in project and programme planning, monitoring, evaluation and reporting e.g., PMD Pro

    Reporting:

  • Will be responsible to HEFDC and will report to the Program Advisors. The position will work in collaboration with the HEFDC M&E and Projects Management units.
