About Healthcare Foundation Organization (HFO) was founded in 2015 in South Sudan over 7 years ago and has built a long-term, local presence in Equatoria Region (Central Equatorial State, Upper Nile Region (Jonglei State, Fangak, Ayod and Canal/Pigi Counties), Upper Nile state, Panyikang county, Unity State, Rubkona, Guit, and Leer Counties) and Bahr El Ghazal Region (Northern Bahr El Ghazal, Aweil East County) & Warrap State, Twic East, and Gogrial East Counties).

Regional Office in Sudan with head office in Khartoum, White Nile State, and the Blue Nile States. Our Country team of advisors uses their specialist expertise in Health, Nutrition, Protection, Food Security, Education and Water, Sanitation, and Hygiene. We work in the above States to support over 300,000 poverty-fighting developments and humanitarian aid projects.

Purpose of the Position:

Specific Responsibilities:

Build and maintain effective external and internal relations

  • Ensure project efficiency, effectiveness and vaccination coverage are enhanced through effective implementation and monitoring of the project at state level.

  • Provide practical technical assistance for new vaccines, routine immunization and cold chain at the state.

  • Take responsibility for high-quality reporting, monitoring and evaluation systems for internal and external use, capturing best practices to support program decision-making.

  • Ensure Project efficiency, effectiveness and vaccination coverage are enhanced through effective implementation and monitoring at the state level.

  • Ensure Progress reports and project work plans are timely prepared, and practical technical assistance is provided in new vaccines, routine immunization, cold chain.

  • Appropriateness and completeness of supply order, distribution and documentation, and adherence to established allotments are ensured.

  • Ensure capacities of the state field technical team are empowered through effective capacity building activities in the development, implementation, and management of the Immunization Programme

  • Effective communication, networking and collaboration are achieved with State, County authorities and the existing implementing including the donor.

  • Monitor evolving needs of the target communities in coordination of the field technical team, conduct assessments on immunization health needs in new project areas and adjust the programmatic priorities as necessary in collaboration with the County Health Departments (CHD), Partners and the health officers.

  • Support launch Immunization-centric assessments, advocacy, documentation and dissemination of innovations and good practices by working with quality field programme team.

  • Provide elaborations and as required directions and training to Immunization state field project staff involved in delivering projects focusing on appropriate approaches and methodologies; conceptual and practical frameworks; standards and tools for effective and quality delivery of immunization programmes.

  • Ensure that project intervention adhere to HFO core policy documents and guidelines, including the Program Framework, HFO, M&E guide and log frame, HFO Health and Nutrition Unit policies and procedures (Minimum and Core indicators, EPI strategy, etc.)

  • In collaboration with field Team, undertake regular client feedback and response activities at the field level by working with the Field technical staff, project manager and M&E manager to develop context-appropriate tools and ensure client exit interviews occur at the target locations on a biannual basis.

  • In the case of a major humanitarian crisis, the role holder will be expected to work outside the standard role profile and vary working hours accordingly.

    Monitoring & Evaluation

  • Ensure that all field project staff understand and can adapt their roles in both emergency and development contexts.

  • Ensure that the stated goals and objectives of the GAVI project are overseen and met by strong monitoring, and evaluation follow up, and reports are written and submitted to concerned bodies promptly.

  • Participate in designing robust program’s M&E plans and design/adapt health information systems including surveillance systems for the HFO health and Nutrition programs.

  • Conduct monthly review of all projects epidemiological and procurement data including appropriate analysis and develop monthly reports.

  • Conduct quarterly program performance reviews for the project collaboratively with the health program and M&E teams including stakeholders to ensure adaptive programing.

  • Conduct regular project review meetings, incorporating both qualitative and quantitative data, with field-based staff to assess the level of achievement of project targets for the assigned technical field
    staff.

  • Monitor program implementation against work plans and overall project objectives, documenting progress and achievements, providing analysis and adapt program strategy and implementation accordingly

  • Ensure effective and high-quality reporting, monitoring and evaluation systems for internal use, capturing best practices to support program decision-making..

    Manage knowledge building and sharing and advocacy efforts:

  • Ensure that the project interventions are implemented according to internal HFO and donor regulations with an overall review by the project manager

  • Participate in grant opening, midterm review and grant closing meetings for all health grants and ensure that the same process is implemented in the field

  • Support state field staff in use of grant management tools such as the budget tracking tools, activity progress monitoring tools, procurement, and spending plans, etc.

  • Conduct monthly budget reviews and make appropriate recommendations to the finance and logistics staff as well as to the field-based health staff

  • Ensure that assigned budgets are spent according to plan and as per contractual agreements with respective donors

  • In collaboration with state field staff develop spending plans and monitor the implementation of these spending plans for respective grants

  • Coordinate the development of goal setting plans for state field project staff based on performance reviews in collaboration with the human resources department and contribute to the training of state field health staffs (mentoring, on-the-job sessions as well as formal trainings).

    Functional Competencies:

  • Ability to develop detailed operational plans, budgets, and deliver on time

  • Ability to synthesize programme performance data and produce analytical reports to inform management and strategic decision-making.

  • Ability to formulate and manage budgets, manage contributions and investments, manage transactions.

  • Ability to implement new systems and affect staff behavioral/ attitudinal change.

  • Strong analytical skills.

  • Strong knowledge of Results Based Management and reporting.

  • Demonstrates good oral and written communication skills.

  • A proven ability to liaise with stakeholders and partners, including government, civil society, international organizations and grassroots organizations.

  • Knowledge and understanding of the social, cultural and political context of South Sudan and its relation to gender.

    Required Skills and Experience

    Education:

  • Advanced university degree in Medicine, Health, Public Health, Nursing, or a field relevant to international development assistance in Immunization, RMNCAH, Child Survival and Health Care; Background/familiarity with Emergency is a plus. Experience leading immunization strategies (Routine Immunization, SIAs, Vaccine Preventable Disease Surveillance is an added advantage.

    Experience:

  • Minimum of 5 years professional experience in some combination of project management, Experience in project management, technical tools and materials development and monitoring and evaluation is highly desired.

    Demonstrated Skills and Competencies:

  • Demonstrated expertise in working in heard to reach areas, project implementation design and monitoring and evaluation, with the ability to turn concepts and strategy into measurable action.

  • Able to work with remote, multi-cultural and multi-disciplinary teams.

  • Communicate effectively and clearly, has strong interpersonal verbal and written communication skills and ability to facilitate collaboration.

  • Comfortable in a high-visibility, individual contributor role with the ability to work cross-functionally and with all levels of the organization.

  • Language Skills: Fluency in English is required and proficiency in Arabic is an advantage.

  • Working Environment: Up to 70% travel will be required. This position will be based in Juba

  • Experience working in the UN System is an asset.

    Languages:

  • Fluency in English is required.
