As a prime and sub recipient of competitive PEPFAR funded grants in HIV and TB service delivery, Health Strat has consistently surpassed performance indicators while institutionalizing best practices in the target facilities.

Health Strat is inviting applications from experienced and qualified individuals for the position of Senior ICT Officer based in our Nairobi Office.

Position Summary:

Reporting to the Director of Projects & Operations, the Senior ICT Officer will manage all aspects of Information Communication Technology (ICT) of Health Strat.

The Senior ICT Officer exists to oversee and coordinate the ICT function. He/she works closely with other staff to achieve the strategic and operational goals of the organization.

Duties & Responsibilities

  • Formulating & communicating strategic ICT plans, policies and procedures and aligning these strategies with HS Mission and objectives.
  • Managing internet, hardware, software applications and other ICT resources to support business operations.
  • Identifying appropriate ICT tools and resources required to ensure that ICT department is appropriately equipped to be efficient and effective.
  • Participating in the formulation and implementation of integrated network architecture for organization’s computer systems and applications.
  • Managing ICT vendors by ensuring efficiency and value for money from services and supplies received.
  • Participating in designing, installing, configuring and/or upgrading of all applications within HS.
  • Leading in designing an optimized network infrastructure for HS.
  • Managing implementation of identified ICT projects based on a broad and detailed knowledge of current and emerging technologies and providing technical input into these projects.
  • Giving advice on the technical specification relating to the development or procurement of new information systems, ICT infrastructure and resources.
  • Putting in place a disaster recovery and business continuity plan.
  • Identifying areas to improve data security and privacy as it relates to the data stored by the organization.
  • Monitoring network services, applications, user accounts and access permissions through active directory users and computers.
  • Managing contracts with external suppliers/vendors relating to ICT.
  • Maintain documentation on network infrastructure, custom applications and interfaces that the ICT team implements and supports.
  • Preparing annual ICT plan that ensures proactive support on ICT including data backup and archiving, proactive
    maintenance of hardware and software to ensure industry best practices are implemented at a cost efficient way.
  • Ensuring preventive maintenance on equipment and regular evaluation of existing hardware & software.
  • On a regular basis carrying out research on existing hardware & software to highlight gaps and areas of improvement to management.
  • Ensuring sound business continuity and risk mitigation measures are in place to effectively protect the organizational data and other ICT assets.
  • Keeping abreast with trends in the Information Technology field and advising HS on best practices.
  • Updating and managing the website to ensure that it is interactive with updated content.
  • Managing and maintaining inventory of all IT assets (hardware and software)

    Required Qualifications
  • Bachelor’s degree in Computer Science/Information Technology/Information Systems.
  • At least Five (5) years’ work experience, two (2) of which should be in a supervisory role.
  • Relevant professional certification in ICT; CCNP or MCIP/MCSE or CISM/CISA or PMP or equivalent).
  • Experience implementing and monitoring LAN and WAN, including configuration of routers, switches and security policies and procedures.
  • Experience monitoring and analysing security risks, implementing multi-layer security architectures and assisting in monitoring network security.
  • Experience in the development and implementation of ICT Policies, Processes and Procedures.
  • Experience managing geographically dispersed projects in a matrixed environment.
  • Sound understanding of computer systems (hardware/software), networks e.t.c
  • Certification in web design and any IT related fields will be an added advantage.
  • Highly adaptable and flexible to move with the changing needs of the business.
  • Ability to manage tasks to fruition with minimal disruption.
  • Excellent communication and interpersonal skills.
  • Excellent problem solving skills.
