Job Context:

HI has recently set up a regional structure encompassing the countries of Kenya, Rwanda and Uganda with Uganda as the regional hub. The region is known as the East African Region (EAR). The program has currently 7 different projects, operating in the 30 districts in Rwanda with more than 120 national staff financed by USAID, UNICEF, UNHCR, Belgium, Norwegian, German and the Swiss cooperation. The position is based in Kigali, Rwanda with travel to specific project area in the country.

Our interventions are mainly focused on enhancing protection, inclusion and response to the specific needs of persons with disabilities, older persons and persons with mental health and psychosocial issues in two urban areas, refugee camps and Gashora camp under the Emergency transit mechanism.

The main key activities include but not limited to: integrated rehabilitation and MHPSS services, capacity building of humanitarian agencies and other relevant service providers on how to deliver inclusive services as well as empowering the beneficiaries and their respective community members with skills on how eliminate the barriers that hinder equal access to services and full participation of persons with specific needs.

To carry out of this project, HI Rwanda is looking for Protection Safeguarding Specialist for 2 months.

Your Mission:

In line with the principles of Protection Mainstreaming and Safe Programming, as specialist you will have in charge to review and/or roll out safeguarding procedures/minimum standards adapted to the related project, including risk assessment review with field observation, staff capacity strengthening activities, review and enhancement of project reporting mechanisms and if relevant recruitment/induction of national positions (officer)

In this framework, your main duties are :

  • Review the risks and analyses the Safeguarding measures in place in the project to identify the gaps and enhance the safe activities ‘planning*. (Estimated time: 2 weeks)*
  • Refresh or enhance the project’s staff skills & practices on PSEAH, CPP and intersectional-based violence (disability, gender, age). (Estimated time: 2 weeks + period for coaching)
  • Review and adjust the Complaint & feedback mechanism in place to insure proper ownership and use by the staff & beneficiaries (Estimated time: 4 weeks)
  • : Recruit Protection - Safeguarding officer and ensure his/her induction and deployment (to be confirmed)

    Your Profile:

  • You have a bachelor’s degree in Social Work, Development, Project Management, Organizational Development, Psychology or Public Administration;
  • You have master’s degree in a relevant field preferred,
  • You mastering of technical principles and concepts in safeguarding
    or protection. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
  • You have 4 years relevant work experience with an international NGO, with minimum of 3 years relevant experience in safeguarding or protection
  • You’re speaking/ writing French or English.

  • You have strong ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings
  • You are proactive, resourceful and results-oriented

    Characteristics of the Position:

    The position is based in Kigali, Rwanda. HI has its office located in Kigali - Kicukiru.

    Rwanda is a safe country and has low levels of crime and violence. Kigali is considered a safe and secure capital city, with access to many entertainment (restaurants, bars, cinema), education (school, nurseries) and health facilities (specialised clinics, hospitals, paediatric and obstetric care are available - in case of emergency the King Faisal Hospital in Kigali is our reference point). Kigali is Level 1 security and the city is safe, as long as basic safety precautions are taken.

    HI has only one main office located in Kigali- Kicukiru. Accommodation for all different preferences is available. Mobility around the city is easy, vehicle taxis are available for movement around the city, although the use of moto taxis is not allowed. An expat can drive an HI vehicle provided if they have valid driving license and passed the HI driving test.

  • 2 months (possible extension)International contract starting as soon as possible.

  • Unemployment insurance benefits for EU nationals

  • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount

  • Medical coverage with 50% of employee contribution

  • Repatriation insurance paid by HI

  • Salary from 2 760 € gross/month upon experience

  • Perdiem: 446 € net/month - paid in the field

  • Paid leaves: 25 days per year;

  • R&R: 1 day per month
