Handicap International - Humanity & Inclusion Rehabilitation Technical Officer – Kakuma Jobs in Kenya; Under the Area Manager’s supervision, the Technical Officer (TO) implements HI’s mandate (StratOp) locally. By providing technical expertise, the TO ensures high quality project impact and collaborates closely with the program’s technical team. They also mentor and train the project team to ensure effective delivery of technical activities.
Duties & ResponsibilitiesTechnical Guidance and Project Support Provide technical guidance and support to project team and specialists in line with sectoral frameworks and standards
Ensure project activities align with internal quality standards, proposing adjustments or improvements
Adapt project documentation to meet global technical norms and standards
Support technical reporting by collecting and analysing sectoral data with Project and MEAL teams
Coordinate with technical partners as delegated
Technical Learning and Quality Assurance
Facilitate information sharing between field teams and global specialists
Collect data for capitalization exercises, lessons learned, and scientific documentation
Implement audit recommendations and technical guidelines
Ensure relevance and quality of activities through self-evaluations and formal evaluation cycles
Propose research topics, oversee data collection, and contribute to ToRs for evaluations
Anticipate adjustments by monitoring evolving norms and standards
Sectoral Animation and Capacity Building
Support technical recruitment and provide hiring recommendations
Lead technical training sessions and contribute to professional skills development plans
Identify training and coaching needs to develop local talent pool
Facilitate communities of practice and professional development
Design operational data collection tools for monitoring project completion
Oversee data processing
to ensure compliance with IM, MEAL, and technical council principles
Technical Influence and Business Development
Represent HI’s technical expertise in networks and partnerships
Relay and contribute to advocacy messages
Develop technical content for project continuity, expansion, or new proposals
Emergency Preparedness and Response
Support program emergency preparedness actions
Adapt work modalities during crises to contribute to effective humanitarian response
Job Requirements
Education & Experience
Bachelor’s Degree in Physiotherapy or Occupational Therapy (Diploma with 6+ years relevant experience may be considered)
Minimum 5 years in clinical/community-based rehabilitation, including 2 years supervisory/technical advisory role
Proven experience in community/home-based rehabilitation, functional assessments, and caregiver support
Background in humanitarian/refugee/low-resource settings; strong grasp of protection mainstreaming and disability inclusion
Demonstrated ability to design training materials, facilitate participatory learning, and provide mentorship
Technical Competencies
In-depth understanding of rehabilitative services and assistive technology strategies
Strong knowledge of Kenya Refugee Response Framework and local disability laws/policies
Expertise in assessment, prescription, and delivery of assistive products
Knowledge of UNCRPD and IASC guidelines on disability inclusion
Core Skills
Excellent communication, problem-solving, and facilitation abilities
Strong mentorship and coaching skills
Proficiency in MS Office Suite
Fluency in English and Kiswahili
