Handicap International/Humanity & Inclusion (HI) is an independent and impartial international solidarity organization, which intervenes in situations of poverty and exclusion, conflicts and disasters.

Job Context:

Humanity & Inclusion has been implementing development and humanitarian interventions in Ethiopia since 1986. Since April 2018, the Somalia program is part of the Ethiopia-Somalia program (EthioSom)

The HI EthioSom program is currently implementing 20 projects in various sectors of interventions, including Inclusive Humanitarian Action, Mental Health and Psychosocial Support, Protection, Physical and Functional Rehabilitation, Livelihood and Education.

The program has long-standing programming in Addis Ababa, Oromea, Somali, Dire Dawa, Gambella and Benishengul-Gumuz. Since 2021, the program has been responding to the current crisis in Northern Ethiopia, with new bases in Tigray and Afar. In Somalia, the program is intervening in Somaliland – with a coordination base in Hargeisa – but also in Mogadishu.

With an average yearly budget of 8 million EUR, the program is expanding based on its 3-years operational strategy and switching from chronic crisis responses to more emergency responses, in order to meet the needs of the most vulnerable and especially people with specific needs.

Among the main donors for HI operations, we have ECHO, BHA, PRM, CDCS, EHF, MoFA Luxembourg and GFFO.

HI is working with national organizations, mainly Organizations of Persons with Disabilities, but is also in working in consortium with INGO partners, such as OXFAM, ACF, PAH, DRC, IMC, MTI, etc.

Regarding Tigray:

HI launched an initial assessment in March, 2021, a period when the ENDF were controlling the key cities and the main road axes.

Based on the field assessment findings, HI confirmed its engagement in the Tigray Humanitarian Response. HI therefore designed a global strategic operational framework to address the identified needs:

PILLAR 1: Integrated approach between MHPSS, Protection, IHA and Functional & Physical Rehabilitation, to improve access to services and wellbeing of the conflict affected populations including the most vulnerable and persons with specific needs

PILLAR 2: Contribute to improve access and ensure delivery of assistance to the most vulnerable living in Tigray while limiting the use of logistics negative coping mechanisms.

Currently, there are 3 projects being implemented in Tigray:

A project funded by ECHO and led by OXFAM that is ending in November 2022

A project funded by ECHO and led by HI in partnership with IMC and MTI that is ending in January 2023 with strong possibility of extension. This project implements activities in physical and functional rehabilitation as well as Mental Health and Psycho-Social Support (MHPSS)

A project funded by the Ethiopian Humanitarian Fund (EHF) led by HI in partnership with EPSS (local organization). This project implements activities in Risk Education, Rehabilitation and MHPSS.

HI is currently developing projects to support disability inclusion for partners such as CRS and WFP (food security programs)

The operating situation in Tigray is very complicated in terms of access, security, finance, logistics, etc. with the conflict currently on-going at full scale. The Operations Manager North Ethiopia will be operating remotely from Addis Ababa until access is possible, with strong communication challenges with the field teams.

Your Mission:

Under the responsibility of the Program Director, you, as the Operations Manager for Northern Ethiopia, contribute within the area to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion.

You ensure optimal quality and impact of the projects implemented in the area, through a delegation system with appropriate control mechanisms. You share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

Specifically, you will ensure quality continuation of HI interventions after a stand-by period in a very volatile context,
with significant access and security issues. Your objectives include project implementation in complex setting, external liaison, fundraising, project proposal development, project launch (operations, log, HR, etc.).

You are responsible for developing and implementing the projects part of the Program operational strategy. It includes project and proposal development, in line with the operational strategy. Crucially, you will ensure uptake of activities after a stand-by of operations due to security and access issues.

You contribute to monitor and analyse context developments in order to identify operational risks and opportunities, and propose actions to your line management. Especially, you will ensure regular update of risk & access analysis in order to develop and update adequate mitigation measures/strategy in collaboration with the liaison officer.

You ensure relevant and active external liaison with external stakeholders, including donors, INGOs, NGOs, local organization, coordination platforms, clusters, etc. promoting HI mandate and string partnership opportunities.

And under the guidance of your line management and in very close collaboration with relevant departments (most especially Technical Unit, Shared Services, MEAL), you ensure sound implementation of current projects and launches any new project in compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy), and the respect of contractual obligations towards donors.

Your main responsibilities are:

Management

Strategy and steering

  • You contribute to the development of the programme operational strategy, and to its implementation and annual monitoring

  • You implement the project part of the Programme’s Operational Strategy

  • You contribute to organisational transformation, particularly through changes to managerial practices, continuous improvement, and contribute to the improvement of working processes

    Standards and expertise

  • You ensure deployment and compliance with HI global frameworks, institutional policies and standards

    Operational implementation

  • Ensure the sound management and monitoring of projects under your responsibility

  • Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant

  • You develop HI’s external influence (forums, operational and strategic alliances, etc) and the external representation of the organisation (events, media) in your area of responsibility.

  • You coordinate the teams in your area

  • You support the Director/Country Manager in monitoring security in their area and ensure adequate resources according to the context

    Emergency Preparedness and Response

    Your Profile:

    • You have at least 4 years’ experience in humanitarian contexts;

    • You have previous project coordination experience, and proven managerial and representation experience

    • You have strong team management skills; strong communication and diplomacy skills;

    • You have strong writing and reporting skills;

    • You have good knowledge and experiences on risk management (safeguarding of beneficiaries, security, finance, donors, etc.)

    • You have good networking capacities to contribute building constructive relationships with humanitarian actors and institutional partners.

    Conditions:

  • 12 months International contract starting from mid-December 2022, based in Addis Ababa

  • The international contract provides social cover adapted to your situation:

  • Medical coverage with 50% of employee contribution

  • Repatriation insurance paid by HI

  • Salary from 2869 € gross/month upon experience

  • Perdiem: 650 € net/month - paid in the field

  • Paid leaves: 25 days per year;

  • R&R: 1 day/month

  • Position: open to families

  • A child allowance of 100€ per month, per child (from the second child) paid in the field

  • Contribution to school registration fees for children over 3 years

  • Family-wide health coverage

  • Payment for travel costs (air ticket & visa) and transport of your personal effects

  • Housing: Individual taken in charge by HI
