Job Context

Five years of the most recent conflict has forced nearly 4.2 million people to flee their homes in search of safety, nearly 2 million of them within and 2.2 million outside the country.

While the intensity of conflict may have reduced recently, and clashes contained to certain regions, vulnerable people will continue to experience the impacts of the conflict through 2019.

Prior to the current emergency, Handicap International was implementing projects on victim assistance (Yei, Southern Central Equatoria) and on Disabled People Organizations strengthening and mainstreaming amongst governmental actors (Juba, Central Equatoria and Bor, Jonglei State).

These long-term projects continue, and a new intervention on Mental Health in Juba has been added.

HI South Sudan is prepositioning to deepen programming in Protection, to expand its program interventions in Health (MHPSS), Education in Emergency (EIE) and Food Security & Livelihoods (FSL).

Your Mission:

  • In coordination with the Administrative Coordinator and under the supervision of the Program Director, the Logistics Coordinator will ensure the efficient management of the Logistics Department and the supervision of the Yei base with the objective of providing support to the Project Managers.
  • S/he will also function as the security focal point (Field Security Officer).
  • Occasionally, during the Program Director’s absence, the Logistics Manager may be asked to serve as Officer in-Charge (OIC).
  • It is expected that the repartition of the tasks in general will be as follows: Logistics Coordination – 70%, Security - 30%,

    Based in Juba, under the responsibility of the Programme Director, s/he will:

  • Ensure and develop an efficient logistical strategic and operational framework: Human Resources, Procurement management, Stock management, Fleet management, Equipment follow up and supervision, base management, IT etc.
  • Ensure the respect of all HI procedures (Human Resources, Administration relative to Logistics) with the staff under his responsibility;
  • Train and
    support logistics team on technical aspects such as: Human Resources, Administration, Fleet management, Purchases stock management, Premises management, IT, Equipment follow up.
  • Perform the logistics monthly report and send it to Programme Director.
  • Ensure a smooth communication, tools and information sharing with & between the Logistics team members and with the other departments’ members.
  • Ensure the Logistics support of the emergency team in terms of Supply, It, Offices and Guesthouses management.
  • Participate to the security/safety of the mission as required.
  • Coordinate closely with the administrative coordinator for all topics related to logistics.

    Characteristics of the Position:

    Security

  • While the intensity of conflict may have reduced recently, and clashes have been contained to certain hotspots the threat to violence still exists.
  • Beyond enhancing security risk mitigation measures, humanitarians will continue to pursue greater community sensitization and acceptance, situational awareness, and negotiations with relevant authorities and actors.

    Accessibility

  • Juba is the capital of South Sudan, and accessible by commercial flights and by road.
  • Road movement is generally unadvisable, due to general security situation and poor road conditions.
  • Internal flights connect Juba with major cities and key sites across the country for development and humanitarian activities. The rainy season severely limits movement from May/June to September/October.

    Accommodation

  • The office and the guesthouse are in one compound in Juba in the centre of Town. The accommodation in Juba is simple but comfortable.
  • Each staff has his/her own self-contained room with Air Conditioner and bathroom. City Power is non-existent, but a generator is running 24 hrs a day.
  • Juba offers some facilities as bars, restaurants, gym and swimming pools available according to curfew time.

    How to Apply
  • You hold a University degree in Logistics or Business Administration or equivalent
  • You have 2 years of field experience as Logistics Coordination in international NGOs.
  • A previous experience in an African setting is an asset.
  • You have experience in living and working in a difficult (crisis) context with very basic amenities and experience in managing security in crisis situations
  • You are fluent in English
  • You have proven team management and team building skills
  • You are autonomous, flexible and solution-oriented
