Habitat for Humanity Ethiopia (HFHE) started operation in 1993 as a branch of Habitat for Humanity International (HFHI). HFHE has provided simple, affordable shelter for families in Ethiopia while also working to improve Water, Sanitation and Hygiene and empower Vulnerable Groups in the country.

Job Summary

The Project Manager-Women’s Land Right (PM-WLR) under the direct supervision of the Program Director leads a five-year project that focuses on Women Land Rights (WLR) Landesa funded project entitled “STAND FOR HER LAND: Collective Advocacy to Realize Women’s Land Rights in Ethiopia”.

The PM-WLR will lead the project in accordance with the overarching framework and guiding document of WLR North Star Framework as well as the approved project document including budgets and workplans, which may be amended from time to time based on the emerging situations of the project. The project target operational area in Ethiopia, based in Addis Ababa with frequent trave to HFHE Project sites.

The position holder will deal holistically with policy and advocacy strategy documents formulation and program design and implementation, including leading/ strengthening the establishment of Country Coalitions in partnership with Civil society organizations by developing a coalitions’ strategies documents and working with Finance Department, the MEAL Department, Communications Department and other program operations teams to monitor the implementation of the project.

Essential Duties and Responsibilities:

  • Through strategic direction from the Program Director, the PM will ensure that mapping of existing laws and policies and customary practices relevant to land, women rights, and climate resilience against Civil Society Organizations (CSO) actions is carried out to identify mutual priorities of coalitions and CSO collaborators roundtable gatherings to sensitize collaborators on the relevance of WLR to development priorities.

  • The Project Manager – SFHL also coordinates trainings & workshops to advance action in mutual Women Land Right (WLR) priorities and do direct engagement with grassroots led organizations and regional and national CSOs. Train local and national government actors on specific WLR topics such as transformative leadership on women land rights

  • Work with the grassroot led women CSO, Coalition members by organizing a round table policy dialogue targeting both the right holders and duty bearers to influence policy formulation or revision related to Women Land Right (WLR) in the Ethiopia

  • Oversee the establishment of the SFHL project communication strategy by closely e working with Communication Director of Africa Area Office as well as Communication Manager and Stand for Her Land Advocacy and Communication Specialist of Habitat for Humanity Ethiopia. This has to Conduct assessments on selection of target groups members of champions and collation members.

  • Facilitate the selection of SFHL project ambassadors by an independent jury on the basis of a clearly defined criteria and from within candidate ambassadors so as to engage them in WLR advocacy work in Ethiopia.

  • Work with the coalition members by facilitating public speeches for WLR ambassadors in academic, government institution, and NGO/CSO-Ethiopia.

  • Attend the national and regional advocacy meeting organized by regional bodies such as the Africa Union (AU), IGAD, UNECA, etc. and contribute to the advancement of WLR agenda and update the outcomes of these events to the management on timely manner.

  • Provide and Facilitate capacity building training for coalition members on WLR.

  • Ensure the project planning and implementation is carried out as per the project plan.

  • Compiles periodic (monthly, quarterly, and annual reports), management, donor and government reports.

  • Develop policy briefs, blogs and position papers on women land rights.

  • Ensures relationships are managed with a wide range of groups (including all project contributors, selected partner, civil societies, donors) and relevant government organizations and WLR ambassadors, collation members and other stake holders.

  • Responsible for managing and supervision of the quality of all the project activities and manages the work of advocacy and communications officer provides leadership and overall coordination and supervision, allocating and utilizing resources in an efficient manner and maintaining a co-operative, motivated and successful team.

  • Ensure that all project data and information is updated, well organized and easily accessible; and those lessons learnt, and best practice are capitalized and shared with relevant like-minded organizations.

  • Identify and monitor risks, constraints, or escalating issues, and inform the hierarchy accordingly.

  • Liaison with Finance Manager, Grants Officer, MEAL Manager and Program Director for all relevant technical support and coordination of the SFHL project activities.

  • Engage and review documents for payments to services rendered by short-term technical assistance consultants.

  • Work with finance department about budget utilization as project budget holder and monitor financial expenditures on regular basis and also preparation of annual planning and budgeting.

  • Prepare and submit status and progress reports of donors and government agencies to the Program Director for review and approval.

  • Organizing and leading project kick off calls and briefings at the project level with the donors and SFHL taskforce or ad hoc committees.

  • Work with the HFH knowledge management team by ensuring ownership and management of project materials consolidating and up keeping, and documenting,

  • Represent/liaise SFHL project of HFHE in discussions or meetings related to women land right advocacy work and also coordinate meetings related to SFHL.

  • Other related duties as assigned by supervisor.

    Minimum Required:

  • University degree in fields relevant to the tasks including governance, human rights, civic studies, gender, law or social sciences,

  • A minimum of five (5) years of experience with land tenure and administration, systems, , gender issues in land tenure and property rights including research, project planning and design, and implementation oversight.

  • Very good knowledge and experience of Pan-African women rights/human rights instruments and mechanisms, the operating environment and political climate.

  • Very good understanding of, or experience in, implementing and monitoring women rights/human rights in a Pan Africa context, including very good knowledge and demonstrated experience of on the African Charter on Human and People’s Rights (ACHPR) on the Rights of Women in Africa (RWA) and its mechanisms, and other relevant human rights instruments and mechanisms.

  • Worked on projects promoting women's property and land user rights in Ethiopia, including urban/peri-urban, smallholder farming, and pastoralist/agro-pastoralist contexts.

  • Proven excellent communication, presentation and report writing skills essential.

  • Experience in planning and conducting public consultations with a wide range of stakeholders in government and civil society, and in analyzing and communicating results.

  • Capability to manage complex tasks with minimal supervision, and to work under time pressure.

  • Native speaker fluency in English is required. Fluency in Amharic highly desirable.
