Job Summary

Procurement Administrator will work under the supervision of Senior Procurement and Logistic Specialist. She/he will work on procuring of goods, services and consultants that includes equipment, constructions materials, supplies and services for Habitat for Humanity Ethiopia based on the procurement policies of the Habitat for Humanity International and the donor requirement.

She/he will follow the proper management and handling of procurement process

Essential Duties and Responsibilities

  • Support on annual procurement plan is submitted on timely bases while following the appropriate process and formality and implementing accordingly.

  • Assists in reviewing bids to determine whether they are reasonable, based on market prices of similar goods or services

  • Assists in reviewing purchase orders to ensure that they are complete and accurately describe the item being purchased and the price being paid for it

  • Assist in ensuring all procurement is conducted in a fair and ethical manner with procurement team members

  • Assist the supervisor on preparing contract agreement, contract of service, and detailed bid analysis based on Performa invoices and prepares purchase order in the name of selected supplier.

  • Contributes to the preparation of RFQs & bid documents; ensures that all bid documents and/or RFQs are sufficiently documented with the required specifications and TORs for procurement of goods, services, and consultancy service in accordance with Habitat’s Procurement policy.

  • Assists on the preparation of Invitation for Bids and arrange for the publications with the newspapers in accordance with tendering procedures.

  • Arranges for Specific Procurement Notices/RFQs to be sent to preferred list of vendors or suppliers who are targeted to respond to specific procurement notice in consultation with the Senior Procurement and Logistics Specialist

  • Generates and updates procurement status report, keeps track of procurement activities, compile procurement documents for proper payment request and subsequent audit trails.

  • Assists on documenting and updating lists or database of preferred vendors/suppliers and submits to his/her supervisor a brief contract performance of suppliers.

  • Files all procurement documents in an orderly manner for control and reference purposes.

  • Collects performa invoices and presents to the procurement committee for further processing or evaluation.

  • Checks goods invoices, goods inwards receipts and other (delivery) papers and facilitates payment once service provision is completed

  • Assists on conducting market assessment and shares the complete Competitive Bidding Analysis (CBA) documents with his/her supervisor for review.

  • Assists in organizing procurement issues including meetings

  • Assists the preparation of bid submission form, bid sale form and attendance sheet for bidders, and selling construction bid documents including vendor performance tracking

  • Ensures the records of purchase order, vendor or supplier agreement and financial documents are complete and accurate and submits them to his/her supervisor for review and processing of payment.

    Duration of the contract: One year with possibility of extension

    Job Requirements

    Minimum Requirement:

  • BA degree in Logistics & Supply Chain Management with at least two years of experience in procurement works

  • Must have knowledge of public procurement proclamations, standards, regulations and procedures, customer service, and client handling.

  • Working knowledge of procurement rules and requirements of in international nongovernmental organization is advantageous.

  • Commitment to the mission, vision, and values of Habitat for Humanity International.

  • Very good written and oral communication in both Amharic and English with strong interpersonal skills.

  • Ability to work independently as well as a team

  • Strong problem-solving, analytical, trouble-shooting skills

  • Excellent computer skills in Microsoft Office (Excel & Word required);
