  • Awareness Against Human Trafficking (HAART), is a non-governmental organisation based in Nairobi and dedicated to fighting human trafficking in Eastern Africa. HAART works through a multi-disciplinary approach applying the UN Four P’s Strategy to combat trafficking in persons: Prevention, Protection, Prosecution, Policy and Partnership. HAART is one of the key counter-trafficking organizations in Kenya addressing the issue of human trafficking by supporting the people most affected by it and also developing best practices in the movement.

  • HAART is currently recruiting for the position of a Monitoring, Evaluation, and Learning (MEL) officer. The officer is to support an evidence-based and evidence-producing county-level models that empower vulnerable youth and survivors of human trafficking.

    Job Information

  • The MEL Officer will play a lead role in the design and implementation of a comprehensive monitoring and evaluation plan by developing appropriate indicators, implementing systems to safeguard the collection and management of project data, and recommending changes to annual work plans or data collection techniques as needed. The MEL officer will also train project staff and liaise with the donor on M&E reporting requirements and project learning strategies.

  • The MEL officer will be responsible for knowledge management and organizational learning, survey and research tool design, data collection and statistical analysis, qualitative research, and dissemination of results. They will oversee data collection processes, perform data quality assessments, and inform survey methods and design. They will also define M&E indicators and adapt M&E tools to meet project needs, which may include pre- and post- tests, focus group interview protocols, community survey tools, and baseline, mid-term, and end-line survey instruments.

  • He/she will be reporting to the Deputy Programs Manager.

    Key Duties & Responsibilities

  • Define M&E indicators and adapt M&E tools to meet project needs, which may include pre- and post- tests, focus group interview protocols, community survey tools, and baseline, mid-term, and end-line survey instruments.

  • Oversee the application of Collaborating, Learning, and Adapting principles to inform project implementation and management.

  • Oversee data collection processes, perform data quality assessments, and inform survey methods and design.

  • Engage staff, survivors, youth, partners, donors and other key stakeholders in identifying project learning and adaptation.

  • Design M&E tools and modification to M&E systems

  • Contribute to written performance reports for funder and other project deliverables.

  • Manage and safeguard data collection, train project staff, and supervise M&E activities of staff and partners.

  • Work with project staff to ensure accurate information flow, including guidance/support on data collection, measurement, and reporting.

  • Analyse all data collected and advise project management on needed project revisions.

  • Design the project M&E system and related tools, clearly identifying the users and the utility of the data/information

  • Lead with the project data collection tools development, database review, analysis and dissemination of learnings.

  • Enter data into project databases accurately, and according to the M&E and project work plan within deadlines.

  • Compiling data to contribute towards the learning agenda, strategic decision-making, Knowledge management and creation, sharing best practices and project planning with project staff and contractors.

    Essential criteria & qualification:

  • University degree in social sciences, management, development studies, monitoring and evaluation or a related field.

  • Minimum 5 years of related work experience managing and implementing monitoring and evaluation and learning systems for donor-funded projects, preferably within human rights, education, livelihoods or private sector development projects in Kenya or similar country contexts.

  • Demonstrated abilities in qualitative and quantitative M&E methodologies,

  • Experience on the use of M&E systems to support a learning agenda and evolve a theory of change to maximize impact.

  • Have proven experience in designing tools and strategies for data collection, analysis, and production of reports.

    • Strong belief in human rights and equality and commitment to demonstrate integrity in all aspects.

    • Proven interpersonal and communication skills and the ability to coordinate multidisciplinary teams.

    • Ability to effectively use statistical analysis soft wares such as STATA, SPSS and other statistical analysis soft wares.

    • Experience in Online, data management and storage sites will be an added advantage.

    • Strong ability to work independently, including the ability to multitask, prioritize competing tasks, and manage time effectively.

    • Excellent communication skills with a high standard of spoken and written English and Kiswahili.
