Terms of Reference (TOR) for Consultancy Service for Five Year Strategic plan Development

1. Introduction

Good Neighbors Ethiopia (GNE) is an international humanitarian and non-governmental organization which is working on child sponsorship, community development in various sectors, and is one of the field countries of Good Neighbors International, Headquarter based in Seoul, South Korea.

GNE has been operating community development activities for 20 years in Ethiopia Since 1997, GNE is registered as a Charity Organization with certificate number of 1135.

Since 1997 it has been working actively in the community development projects and currently has 5 local offices across Addis Ababa, Oromia and SNNP regions. It works in diversified fields to promote community development and well-being of children in the project target areas.

2. Objectives

The overall objective of this consultancy is to develop a five year Strategic Plan in collaboration with Good Neighbors Ethiopia Management Team to ensure that GNE fulfills its mandate.

3. Scope of Work

The scope of work for the Consultant will include but not be limited to:

3.1. Internalization

Review the vision and mission based on Good Neighbors Ethiopia mandate

3.2.Internal Assessment :

Undertake a situation analysis particularly strength & Weakness

3.3. External Assessment

Undertake stakeholder mapping and analysis;

3.4. SWOR Analysis (SWOR mapping chart, SWOR analysis matrix)

Review the institutional capacity, organizational set-up, financial and administrative systems against the GNE mandate and the identified strategic objectives and key result areas; and make recommendations, if any;

3.5. Aspiration

Through a consultative process and application of an appropriate tool of analysis, identify and define country program’s identity and overarching goal for the strategic planning period.

Strategic approach for review of the following existing functional areas:

A. Income Generation Department

B. Operation Department

C. Fund Mobilization & Deployment

D. Monitoring , Evaluation, Accountability and Learning (MEAL)

3.6. Programmatic Alignment & Strategic Direction

  • Select priority Strategic objectives.
    Select or Develop outcomes for each strategic objectives.
  • Determine proposed interventions.

    3.7. Organizational and Administrative Strategic Direction

  • Governance and structure
  • Administrative and HR

    4. Deliverables

    4.1. Compiled data which will be used to analyze the strengths and weakness of the internal Context of the country program

    4.2. Accurate data regarding the external context the program works in which will be used to Analysis opportunity and risks

    4.3. Alignment table identifying priority strategic objectives and narrative summary of Proposed interventions for achieving each identified outcomes.

    4.4. Strategic objectives with intended outcomes and proposed interventions for Governance And structure, Administrative and HR, Partnership and Networking and funding Sustainability

    4.5. First draft of Five- Year Strategic Plan for adding comment from GN Ethiopia task force Team.

    4.5. Final Five-year Comprehensive Strategic Plan including an expected results and resources Framework

    5. Time Span

  • This assignment is expected to be carried out for a period of 30 man-days

    6. Reporting System during the assignment

    The Consultant will report directly to the GNE Management Team including Country Director and Head office Managers.

    GNE will provide relevant background documents necessary for the assignment including, the Financial documents, Personnel manual, Quarterly reports, the M&E framework.

    The Consultancy shall be responsible for the coordination of meetings and Other activities under the Consultancy

    Job Requirements

    Expertise

    A) Academic Qualifications

  • At least a master’s degree in a relevant field in the area of planning, public policy,

  • Development studies and related fields.

    B) Experience

  • At least five years professional experience in strategic planning and management
  • Prior working experience on decentralization issues is an added advantage
  • Demonstrated experience in working with government partners and other stakeholders in public sector development programs especially in the area of capacity development

    C) Skills and Competencies:

  • Ability to work with in due date
  • Demonstrate excellent interpersonal and professional skills in interacting with government and development partners;
  • Evidence of having undertaken similar assignments;
  • Experience in research, policy development, management and programming-related work.

    Only successful Applicants will be contacted and the consultant who wins the bid shall adhere to all terms and conditions stated in the TOR during the course of the contract agreement period.

    A bid document without a seal will not be considered for competition.

    The applicant for the bid should provide 2% of the total cost written on financial proposal by CPO from Commercial bank of Ethiopia only.
    GNE reserves the right to accept or reject all or any parts of the bid at any time without assigning any reason whatsoever.


    The bid will be on the air from March 29, 2019 – 11 April 2019 and will be opened on 11 April 2019 at 11:00 AM Morning.
