GOAL has been working in Ethiopia since 1984 implementing a range of development and nutrition response activities, including working with street children, pastoralists and rural small holders. Currently GOAL is implementing development programmes in three rural areas of Ethiopia and a Street Children’s programme in the capital, Addis Ababa.

Development programmes have a strong focus on health, education, nutrition, watsan, and HIV/AIDS, with particular emphases on integration of activities and community participation as a core feature of activities. Cross cutting issues include gender, the environment, child protection and HIV/AIDS. GOAL Ethiopia utilises a strengths based approach to all development activities.

GOAL Ethiopia operates a complex multi-faceted emergency response programme that focuses on health, WatSan and Nutrition responses. Through this programme, GOAL has developed significant expertise in Community based Therapeutic Care (CTC), including capacity building of MoH staff, nutrition surveys and assessments and supplementary feeding activities.

Currently GOAL Ethiopia's major funders are USAID/OFDA, USAID/Child Survival, Irish Aid/MAPS, Irish Aid/EHAF, Comic Relief, EU/ECHO and UNOCHA.

General Description of the Role:

GOAL has grown rapidly in recent years terms of annual budget spend, and the Human Resources, Logistics Management; and Financial Control systems have expanded in response to this growth. The current annual budget for 2012 is more than $10m and GOAL employs 500 staff in Ethiopia.

The System Director will work closely with the national Financial Controller, Human Resources Manager and Logistics Coordinator to ensure all the support systems meet the demands that the rapidly growing organisation places upon them.

The System Director, as a key member of GOAL Ethiopia’s senior management team, will also be expected to contribute to the overall development and running of the country programme, with a significant focus on maintaining and improving financial management, donor compliance and internal control systems, with particular emphasis on managing and building the capacity of key national staff.

He/ She should partake in the weekly management meeting, usually held on a Monday. It is desirable that he/she is a qualified accountant or has a strong financial background.

Overall objectives of the position:

To ensure the effective development and operation of the Human Resource Management, Logistics Management and Financial Control and Donor Compliance systems of GOAL Ethiopia.

Key Duties:

Financial Control Systems:

The System Director will work closely with the Financial Controller to ensure that the following tasks are carried out to the highest possible standard:

  • Oversee the timely and accurate submission of monthly reports to GOAL Dublin comprising the Management Accounts, DSR and other reports as required.
  • Ensure the timely and accurate submission of donor reports, government reports and other reports to GOAL Dublin and/or the relevant authorities.
  • Support the FC with the preparation of budgets for donor proposals, the preparation and finalisation of annual budget and quarterly rolling budgets and the preparation of the year-end financial statements.
  • In conjunction with the FC, monitoring and controlling of expenditure to ensure that it stays within available funding and agreed budgets using budget monitoring tools and highlight, as appropriate, under/overspends and agree actions required.
  • Maintain and improve appropriate systems of internal control, particularly with respect to Field Office sites, and make use of IT where possible to improve financial systems.
  • Ensure that GOAL Ireland’s and GOAL Ethiopia’s financial procedures and policies are adhered to at all times.
  • To ensure appropriate controls over cash management and that the authorisation charts is always current and followed by employees.
  • Ensure confidentiality of all GOAL Ethiopia
    financial data at all times, ensuring that no information is reported externally without sign off by the FC and/or Country Director
  • Ensure that donor compliance is ‘mainstreamed’ throughout GE systems.
  • At all times to ensure good communication links with GOAL Dublin

    Human Resource Management Systems:

    The System Director will work closely with the Human Resource Manager and ensure that work areas mentioned below are carried out to the highest possible standard:

  • Undertake a review of GOAL Ethiopia HR procedures, structures and systems to ensure strict adherence to Ethiopian Labour Law and the GOAL Ethiopia admin/personnel manual, provide advice and guidance to the HR Manager and senior management team as needed
  • Work with the Human Resources Manager to ensure that recommendations from the above review are implemented throughout the organisation.
  • Assist the Senior Management Team and the Human Resources Manager to develop staff capacity and retention throughout the organisation.
  • Oversee the review of the human resource plan, actual vs. requirement balance, as well as human resource planning process and to ensure that employment contracts are issued/renewed/terminated as required.
  • Support Project Managers to implement training and development plans for all GOAL Ethiopia staff.
  • Devise ways of identifying training needs and ensuring the applicability of same on the job.
  • Advise Project Managers accordingly, provide support to HR Manager in identifying training and development programmes to be prioritised
  • Support the HR Manager in reviewing staff legal cases; review reports produced by HR Manager on cases followed up by the Legal Officer.
  • Support the SMT with the mainstreaming of cross-cutting issues such as Gender, Child Protection and Environment.
  • Ensure GOAL Ethiopia HR standards meet all donor compliance requirements

    Logistics Management Systems:

    The System Director will work closely with the Logistics Coordinator and the Donor Compliance Officer (where applicable) to ensure that work areas mentioned below are carried out to the highest possible standard:

  • To oversee the application of GOAL’s Logistics Manual to ensure full compliance to donor rules and regulations;
  • To devise a system that documents GOAL Ethiopia’s distribution mechanisms all the way from procurement to the beneficiary;
  • To ensure optimal management of Information with GOAL Ethiopia and to ensure that GOAL Ethiopia’s IT and office equipment standards policy is adhered to;
  • To review Logistics Coordinator’s proposals on procurement policies, in relation to procurement such as code of conduct, ethics, fraud prevention, government procurement compliance;
  • To advise and support the Logistics Coordinator in improving and standardising the transport system, devise systems to ensure efficiency;
  • To oversee the Safety & Security System; professional approaches and systems as necessary.
  • Devise and ensure adherence of security systems, work along with and support the Logistics in this respect;
  • To review stock management system as well as asset management system;
  • To liaise with GOAL Dublin Logistics Coordinator, Regional logistician in Nairobi and as required update and review logistics and procurement systems and standards.
  • Perform other tasks, as required by the Country Director
