GOAL Sudan has operated since 1985, supporting conflict‑affected populations through integrated programmes in nutrition, health, WASH, food security and livelihoods, with women’s empowerment and protection mainstreamed.

Job Purpose

The Safety & Access Manager leads GOAL Sudan’s safety, security and humanitarian access functions.

The role supports safe programme delivery by guiding risk management, security systems and operational access.

Key Responsibilities

  • Lead development and implementation of safety, security and access strategies.

  • Advise management on risks, challenges and mitigation measures.

  • Conduct security risk assessments, audits and field visits.

  • Monitor operating environment and provide updates and analysis.

  • Oversee incident reporting and response processes.

  • Build relationships with authorities, communities, partners and stakeholders.

  • Deliver safety, security and access training to staff and partners.

  • Ensure compliance with organisational safety and security policies.

  • Maintain security information systems and records.

  • Lead and develop Safety & Access team, including mentoring national staff.

  • Support emergency preparedness, contingency planning and programme risk assessments.

    Experience & Qualifications

  • Minimum 5 years’ experience in safety and security roles in humanitarian sector.

  • Security Management Level 4
    Certification.

  • Experience managing country‑level safety and security functions.

  • Experience developing and implementing Security Risk Management Plans.

  • Experience in high‑risk and conflict‑affected environments.

  • Experience delivering training and presentations.

  • Working knowledge of SharePoint, Power BI, Microsoft Teams and Office.

  • Strong communication, analytical and report‑writing skills.
