General Description of the Role

Reporting to the Programmes Director, the Resource Development and Donor Engagement Coordinator (RDDE Coordinator)will take on a key role in supporting the implementation and implementation of GOAL Ethiopia’s funding strategy.

The role will focus on maintaining and growing the relationship with existing donors and new business development activities, particularly focused on proposal development, positioning for funding and strategic new business projects with the aim of diversifying the current grant portfolio to multi-year high-value funding for development projects to balance the humanitarian response portfolio.

The Resource Development and Donor Engagement Coordinator (RDDE Coordinator)will also seek to develop influential and strategic relations with other INGOs and development actors with the aim of forming consortia and partnership with the objective of complementing each other’s comparative and competitive advantages or geographical locations of operation in responding to calls for funding proposals.

The Resource Development and Donor Engagement Coordinator (RDDE Coordinator) will support the program staff to grow GOAL Ethiopia’s income and partnerships at country level to resource our program strategy and ambitions. The person will be responsible for devising and implementing the Country Funding Strategy and will lead on donor engagement, donor relationship management and raising restricted income through existing and new funding streams.

The postholder will be expected to work closely with the funding and business development team at HQ in achieving the country funding strategy and be the primary link for accessing technical fundraising assistance and support from GOAL’s fundraising architecture and donor intelligence gathering outside of Ethiopia.

Key Areas of Accountability/duties

Strategic Planning:

Develop and implement a comprehensive business development strategy aligned with the organization's goals and priorities. Conduct market research to identify emerging trends, potential funding sources, and partnership opportunities.

Resource mobilisation strategies: Leads the design and implementation of resource mobilisation strategies intended to strengthen income and partnerships to deliver the ambitions of the country strategy. Monitors the funding pipeline and leads on income planning and forecasting at country level.

New business development: Identify and pursue diverse funding sources, including institutional donors, corporate partnerships, and innovative financing mechanismsand tracks funding and partnership opportunities in a systematic manner in pursuit of supporting the country programme, including scoping new consortium partnerships with local stakeholders.

Networking and Representation: Represent GE at relevant forums, conferences, and events to build the organization's visibility and network with potential partners. Responsible for managing and building GOAL Ethiopia’s relationships with existing donor representatives in the country.

Bid/Proposal development: Lead the preparation and submission of high-quality grant proposals, ensuring alignment with donor priorities and compliance with guidelines. Prepares all necessary groundwork for proposal developmenti, helps assemble bid development teams, provides effective bid coordination and proposal development in country and undertakes quality assurance of donor proposals to ensure high quality competitive proposals to successfully secure institutional donor funds.

Donor compliance: Provides technical advice in negotiations with institutional donors over contracts, costs, governance and accountability, and donor conditions. Advises program and finance staff to deliver strong donor compliance and undertakes quality assurance for reports for donors in country considered to be high risk, to help minimise any negative impact to GOAL’s income and

reputation.

Capacity building: Undertakes capacity assessments and provides technical training, support and advice for staff on how to work with donor funding in country.

Coordination: Links with the HQ FBD unit to access intelligence, opportunities and skills, brokering assistance from programme technical team. Supports in-country staff to adhere to funding policies and guidelines of GOAL. Collaborates with other GOAL countries to co-create or develop global or multi-country funding opportunities.

Technical Skills, Experience & Knowledge

Essential

Minimum requirement is a university degree or equivalent in relevant subject area (Business Administration, Economics, International Development, Social Sciences, Law or other relevant experience)

Proven experience (min 5 yr) in business development, fundraising, or resource mobilization within the international non-governmental sector.

Excellent communication skills in both written and oral English

Strong understanding of donor landscapes, fundraising trends, and the ability to build and maintain effective partnerships.

Demonstrable experience and success in engaging with bilateral and multilateral donors for an international agency like GOAL.

Demonstrated ability to devise and implement resource mobilisation strategies.

Proven ability to identify new business opportunities and partnerships.

Experience of collaborating with and leading technical teams to develop program proposals that are funded by institutional donors.

Strong networking, representational, and negotiation skills.

Experience in teaming arrangements and agreements with other organisations.

Ability to work effectively with others in a team across institutional boundaries and business units. Proven ability to utilise talent and expertise of team members to achieve objectives.

Ability to adapt and work within a multicultural, multilingual, and multidisciplinary environment.

Excellent computer skills, including various office applications and internet navigation.

Superior verbal and written communications skills in English with ability to analyse and synthesise complex issues.

Development and/or humanitarian programming experience, and a good understanding of international development and humanitarian issues.

Demonstrable experience in securing high value institutional funding grants.

Numerical ability to analyse financial information, budget and monitor costs.

Strong proven ability to identify and articulate strategic and policy issues through effective oral and written briefs.

Good understanding of donor trends, priorities and strategic plans for Ethiopia and globally. .

Ability to evaluate and judge complex issues and identify critical issues to ensure an effective focus.
