GOAL has been working in Sudan since 1985.

GOAL South Sudan operates programmes in Abyei Administrative Area, Melut and Ulang Counties (Upper Nile State).

South Sudan’s interventions include an integrated approach to improved living standards for host, IDP and returnee populations through provision of curative primary health care, health promotion, health system strengthening, therapeutic nutrition and food security and livelihoods (FSL) interventions.

This role is reporting into the Assistant Country Director – Systems and will be offered on an initial 12 months contract.

Based in Juba,it will include regular travel to the field sites.

General Description of the Role

To support the effective operation of GOAL South Sudan Procurement & Logistics Department by managing all local, national and international procurement in South Sudan

To ensure that all procurement is conducted in accordance with GOAL Logistics policies and procedures, relevant donor requirements, and in the spirit of obtaining best Value for Money (VFM).

Procurement

  • Ensure that all procurement procedures in GOAL South Sudan offices are implemented in compliance with GOAL Logistics Manual and relevant donor requirements; in a prompt and efficient manner.
  • Work closely with the Assistant Country Director Systems (ACDS) and Assistant Country Director Programmes (ACDP) on supporting procurement planning, budgeting and ensuring proper resources are available to support GOAL programmes.
  • Support the ACDS to trial and implement improved systems and/or procedure for procurement.
  • Closely manage all high-value procurements; ensuring timely follow-up at all stages.
  • Monitor the progress of all orders, in particular following up orders awaiting approvals to ensure they do not get delayed in the system;
  • Check and approve procurement paperwork prepared by relevant procurement staff;
  • Manage the set up and maintenance of all procurement filing, electronic and hardcopy, and ensure that files are complete, correct and include all relevant documentation to meet audit requirements;
  • Ensure that the Anti-Terrorist Sanction Checks (ATSC) file is complete and kept up to date, and ATSCs for suppliers are renewed at appropriate intervals;
  • Organise
    regular local market surveys and ensure the Supplier/Vendor List and other databases are kept up-to-date and referenced during the procurement process;
  • Assist the ACDS to address issues related to procurement procedures that arise from internal audits and reviews;
  • Communicate to budget holders and requestors on any expected delays;
  • Liaise with HQ logistics desk officer for support, queries and approvals as needed.

    Reporting

  • Contribute procurement updates and information to the Weekly Logistics Report;
  • Prepare procurement data for the Monthly Logistics Report to HQ, as directed by the Assistant Country Director-Systems;

    Human Resource Management

  • Manage performance of the procurement personnel in accordance with GOAL HR policy; including recruitment, evaluation, annual leave planning and other managerial duties.
  • Manage procurement staff, distributing tasks between them according to specialist areas,
  • Monitoring performance and providing on-going training in roles and procedures;

    Other Duties

  • Provide procurement systems and procedures briefings to new starters, and conduct inter-departmental training where required;
  • Any other relevant duties as directed by the Assistant Country Director-Systems

    Essential Requirements
  • At least 5 years of relevant work experience in areas such as procurement, logistics, office/business administration in NGO, private or government sectors;
  • At least 2 years management experience;
  • Proven ability to develop staff and provide training on systems and procedures;
  • Committed team player and ability to work within a multicultural team;
  • Strong computer skills in Microsoft packages, especially Excel.
  • Ability to manage and prioritise a varied workload in a in a dynamic work environment;
  • A flexible approach to work and willingness to take on extra duties, work additional hours or on weekends as required;
  • Ability to write, speak and work in English.

    Desirable
  • A university degree in relevant area (procurement, logistics, or administration) and/or equivalent years of practical work experience in a relevant field.
  • Previous work experience with an International Humanitarian NGO;
  • Knowledge of major institutional donor regulations
