General Description of the Programme/GOAL

GOAL has been present in South Sudan since 1985 and is currently implementing health, nutrition, WASH and livelihoods programmes in three States and one administrative area: Twic County of Warrap State, Abyei Administrative Area, and the counties of Renk and Ulang of Upper Nile State.

GOAL is also operational in Kajo Keji county of Central Equatoria State with the head office in Juba. Most field sites have been key conflict areas with population displacements from time to time in the last five years. The main donors for the programme include Irish Aid, ECHO, WFP, USAID, SSHF, Bank of Ireland, Electric Aid, WHO and UNICEF.

GOAL programme is a mix of both on humanitarian emergency response and longer-term development. As the programme has developed, GOAL has increased its focus on demonstrating impact and using routine monitoring and evaluation surveys (qualitative and quantitative) for learning and decision making.

Job Purpose

Reporting to the Programme Director, the Food Security and Livelihoods (FSL) Coordinator will assume a technical strategic role within the programme responsible for the design, quality oversight and backstopping the field implementation teams. The role will include high-level engagement with peer agencies, donors and the coordination forums.

The FSL Coordinator will oversee the growth of the food security, CVA, SME and Market system portfolio for the country programme. As part of the programme technical team, the FSL Coordinator will work closely with the MEAL Coordinator, programme support Officer, Area Coordinators to ensure timely and quality implementation of GSS programmes and planning for strategic and ambitious growth.

Duties and responsibilities

Programme Oversight:

  • Provide technical guidance and leadership on Livelihoods and Food security including but not limited to economics, value chain development, market analysis, including its correlation with GESI.

  • Contribute to the analysis of critical food systems in South Sudan and lead on the design of a comprehensive food system intervention that aims to achieve food and nutrition security for vulnerable households and is line with the GOAL South Sudan country strategy and GOAL Global strategy.

  • Ensure the successful, timely and quality implementation of GOAL’s FSL programme and associated programme deliverables.

  • Plan, direct and coordinate technical and operational Livelihoods, CVA and Food Security activities to ensure that project goals and objectives are accomplished with prescribed timeframes and funding parameters.

  • Provide guidance and support to Field Offices in their implementation of operational requirements on Livelihoods and Food Security projects (procurement planning, budget design, forecast and follow-up, donor reports, technical reports, etc.)

    Team Management:

  • Oversee the recruitment and orientation for new direct reports and support Field Offices in the recruitment and onboarding of their project staff.

  • Ensure Field offices’ capacity in Livelihoods and Food Security programming is continuously improving to meet and exceed organizations minimum expectations and quality standards.

  • Support direct reports’ performance, growth and learning through regular feedback, coaching, and mentoring, as well as mid-term and annual performance appraisals.

  • Identify capacity strengthening needs among GOAL South Sudan FSL programme team, and with the Partnership focal point.

  • In consultation with the PD, SD and Financial controller coordinate staff list modification processes when required.

    Monitoring & Evaluation

  • Lead Livelihoods and Food Security learning and generation of best practices, establishing systems and processes, effective knowledge management and cross learning with other country programmes.

  • Capture impact and improve the evidence base on Livelihoods and Food Security in South Sudan through innovative research and data utilisation.

  • Collaborate with the MEAL team to ensure that programmatic achievements and best practices are captured and disseminated internally and externally.

  • Work in close relation with FSL technical counterparts at GOAL HQ and ensure GOAL South Sudan participation in HQ technical network and working groups.

  • Promote and support a dynamic learning environment across programme sectors and GOAL partners in collaboration with the MEAL team to ensure learning is part of organizational culture.

    Budget Oversight & Programme Compliance

  • Oversee
    and lead decision making around donor budget management, monitor burn rates versus implementation progress across FSL activities; facilitate budget allocations in consultation with PD, coordinating with Area Coordinators and Programme managers.

  • In collaboration with Finance and Grants management, oversee all FSL program funds in-line with GOAL South Sudan regulations and donor compliance.

  • Ensure FSL Budget Holders supervise and approve budgets in terms of expenses, projections, under/ overspends, timely allocations, and adopt early measures to address potential diversion from planned spending.

    Proposal Development and Reporting

  • Develop and nurture strategic partnerships with Livelihoods and Food Security coalitions, private sector, networks, and other Civil Society Organizations.

  • Lead development of a Food security strategy roadmap for the country programme.

  • Assess regularly geographical areas of interest and/or existing areas in South Sudan according to the FSL needs and GOAL South Sudan country and funding strategic plans.

  • Identify, propose, and develop new innovative program orientations, strategies, and activities.

  • Contribute to or lead FSL proposal and concept note development to ensure high quality technical submissions and donor reporting across all FSL program activities in line with GOAL and donor standards.

  • Lead as required and support PD in development of sector specific exit strategies and integration of an early recovery and resilience lens in GOAL South Sudan FSL programme design and implementation.

    Requirements

    Essential

  • Bachelor’s degree or equivalent in relevant fields in International Development, Agriculture, Agronomy, food security or related field.

  • Minimum of 5 years’ total humanitarian emergency experience in fragile or challenging and complex contexts

  • Minimum of 3 years of progressive management responsibility overseeing comprehensive and integrated food security programs.

  • Experience in designing and implementing all types of food assistance program.

  • Excellent writing skills demonstrated through technical documents, thought pieces, and proposals.

  • A proven strong multi-purpose cash-based programming background.

  • Demonstrated ability in project management, donor/relationship management, donor compliance and requirements, budget management, financial analysis, and coordinating processes across stakeholders, supporting projects in fragile countries and/or with USAID funding.

  • Sound knowledge of international humanitarian standards, policies and procedures including the Red Cross and Red Crescent Code of Conduct, HAP-I Standard, ECB Good Enough Guide, Sphere Standards, Core Humanitarian Standards, donor requirements and Accountability to Affected Populations framework.

  • Strong computer skills (MS Word, Excel, Outlook, Teams, and Power Point)

  • Strong English communication skills (both oral and written).

    Desirable

  • Master’s degree or equivalent in relevant fields in International Development, Agriculture, Agronomy, or related field.

  • Candidate with experience using market-based modalities in emergency/early recovery contexts will have an added advantage.

  • Strong knowledge in integrated resilience programming where food assistance (in-kind or cash) is used as a resource for improved livelihood outcomes and sustainable food systems.

  • Experience in providing input to strategic and operational plans and organizing resources to achieve results.

  • Experience working with UN funding and institutional donors including USAID/BHA, FCDO, EU etc.

  • Commitment to and proven record in managing accountable, transparent, and inclusive programming in complex contexts.

  • Demonstrated organizational, time management, and analytical skills.

  • Previous experience working in South Sudan.
