About the role

GOAL Ethiopia is looking for a competent, motivated and experienced Head of Integrated Programme for its Humanitarian response and Development Programme located at Head Office/Addis Ababa with a dynamic, technically competent and motivated personality to lead, inspire and manage the overall operation.

About You

Under the supervision of the Assistant Country Director – Programme, you will be responsible to ensure synergies and linkage of programs not only among thematic sectors but also lining relief, rehabilitation and long-term development programs by initiating joint assessment and joint program development.

Key Duties/Task list.

  • Project Orientation and Information

  • Prepare briefing documents and presentations on the project and conduct internal and external orientation on integrated program approaches, project summaries and GOAL’s achievement
  • Introduce the new nutrition programme to the Woreda and Zonal Health department and work with those departments to ensure all aspects of programme understood and agreed to implement the programme; Project Design and planning
  • Provide technical leadership in the identification of new business development opportunities and preparation of funding proposals in collaboration with the relevant technical and support staff,
  • Ensure solid understanding of the needs, challenges and priorities of the current programme within the Ethiopian operational context as well as understanding the opportunities and priorities in alignment with Government of Ethiopia’s Humanitarian and Disaster Resilience Documents, and other relevant Government strategies,

  • Emphasize and ensure the multi-sector projects are planned and implemented in an integrated manner
  • Lead the development of project implementation plan with internal and external stakeholders including M&E plan
  • Organize and lead team to carry out multisectoral/sector specific assessment for new business development and determine the most feasible sites for implementation.

  • Provide leadership and strategic direction in the design and delivery of health, nutrition and WASH program of GOAL Ethiopia
  • Oversee the strategic, programmatic and technical elements of the sectors and ensure projects are well designed, delivered on time and on budget, are appropriately monitored and evaluated and delivered as expected.


  • Strengthen the multisector team’s technical capacity of the team for effective project management through identification of training needs and putting in place capacity building and mentoring strategies.
  • Provide technical and managerial support in the implementation of health, nutrition, WASH and NFIs response and long-term development.
  • Providing ongoing training for community level mother-to-mother groups and School nutrition clubs on basics of nutrition in relation to the emergency programme
  • Ensure that all expenditure of the project is in line with activity and financial forecast and that all expenditure complies to internal GE management systems

  • Ensure a timely pace of implementation in a challenging environment, with spending in line with budget forecasts.
  • Approve project expenditures, carry out regular budget tracking and take the lead on official requests for modifications in consultation with GC and ACDP when needed
  • Ensure project implements and adheres to approved visibility, marking and branding plan.


    Liaison and networking

  • Provide guidance and leadership to sector coordinators and managers to develop working relationships with Zone and Woreda level relevant sector focal persons and others as appropriate
  • Develop working relationships with local institutions and organisations that focus on health, WASH and nutrition

  • Work closely with relevant support teams to ensure systems are in place that will enable timely receipt and distribution of all project materials and supplies Monitoring, reporting, documentation
    and research

  • Work closely with MEAL unit for implementation of strong MEAL systems using GOAL tools and resources, including CommCare and Power Bi guidance, to maximize project impact on beneficiaries
  • Ensure documentation of GOAL’s integrated program learning and lessons to disseminate for wider audience and stakeholders
  • In collaboration with assistant country director for programme, Technical Advisors, and MEAL Manager, direct the measurement, documentation, analysis and reporting of project performance and outcomes.
  • Work with the programme team to proactively seek technical input from relevant global technical advisers, including MEAL and Protection and Safeguarding.

    Mainstreaming Issues:

  • Ensure multisector program team are familiarize, understand and implement GOAL’s policies and procedures on mainstreaming of Gender, HIV/AIDS and Child Protection.
  • Ensure that needs and roles of women, men and PLWHAs is fully recognized in the designing, planning and implementation of all programs under thematic areas
  • Ensures gender and HIV/AIDS is effectively mainstreamed throughout the project activities, work plans, budgets, reports, researches, analyses and where specifically relevant, analyzed in detail;
  • Work on increasing the sensitivity and awareness of staff towards Gender, HIV/AIDS and
  • Child Protection issues.
  • Act as a role model and provide feedback to encourage other in supporting equity and diversity principals, and the accommodation of other differences in the workplace. Models the flexibility required for working in a diverse environment. Supervision and staff management
  • Ensure annual performance planning and reviews of staff performance in keeping with GOAL performance management system.
  • Ensure quarterly one-to-one mentoring and coaching meeting happens between line managers and reporting staff under multisector program team and outcomes are documented.
  • Conduct performance review of staff semi-annually and share to HR for documentation and use the outcomes of the review to promote staff motivation, commitment
  • Ensure staff compliance with all GOAL administrative and operational procedures and policies, as well as applicable donor regulations.

    Job Requirements

  • Required: MPH/ BSc. degree in public health, or equivalent combination of education and work experience. 7 years’ experience in public health and rural development projects, out of which 5 years’ service in senior health and nutrition or WASH programme management level.
  • Experience in multi-sectoral program development and management in INGOs/UN agencies.
  • Key qualities, Skills and Competences: (list of qualities that are considered necessary for the specific post which are believed to be key to the success of the job holder in the specific post):

  • Proficiency in verbal and written English; Concept paper /proposal development to a very high standard, operational planning, budget planning and management, monitoring and evaluation, report writing; Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, transparent and participatory management; Demonstrated technical and managerial ability, sound judgment, ability to interact and work effectively with others at all levels.

  • Desirable qualities, Skills and Competences: (list of qualities that are considered desirable for the specific post):
  • Skills in organizing and facilitating training events. Expertise in one or more of the following program areas: Health, Nutrition, food security, community based nutrition, water/sanitation, non-formal /alternative basic education.
