About the Role

GOAL Ethiopia is looking for a competent, motivated and experienced Assistant Nutrition Programme Manager for its Humanitarian response programme located at Head Office/Addis Ababa with a dynamic and technically competent.

He/she is based in GOAL Ethiopia Head Office and will be responsible in providing technical and managerial support to the field team in the areas of emergency and developmental nutrition programs.

He/she also be working closely with the programme and support team at Head Office to ensure the effective delivery and integration of the programme.

About You

You'll be an experienced Assistant Nutrition Programme Manager with humanitarian work experience. Under the supervision of the Health & Nutrition Programme Manager, you will be responsible to ensure the timely implementation of all agreed recommendation given by technical advisor and to review monthly reports and statistics from all location and contribute to monthly report.

You will be also responsible to be engage and /or conduct rapid assessment for humanitarian interventions.

Key Duties/Task list.

General

  • Update programmes database on regular basis and provide feedback to the nutrition programme manager as necessary.
  • Oversee the Regional/Zonal programme manager on the quality implementation of the multi-sectoral humanitarian intervention.
  • Organize and provide technical support to the field team based on identified gaps
    Review monthly fund requests and TORs in consultation with the nutrition programme manager and liaise with finance department.
  • Prepare and submit government reports and project proposals in consultation with field team and HO finance team
  • Work closely with programme support officers to ensure procurement plans are updated timely and make sure that all programme requests (logistics and procurement) are happing accordingly.
  • Plan and organize field visits to make sure quality programme is being delivered using quality assurance framework tool.
  • Review project implementation guidelines as appropriate.
  • Use impact indicators to ascertain the successes or failures of individual project sites.
  • Oversee project reviews conducted and documentation of lessons learnt, for dissemination within GOAL Ethiopia and ensures copies are sent to Dublin and the technical team nutrition advisor.
  • Supervision of all staff associated with the interventions. Review of staff performance must be conducted regularly.
  • In the absence of the nutrition programme manager, represent GOAL at national nutrition coordination meetings, and participate in nutrition working groups for policy formation.
  • Ensure that all GOAL nutrition programs adhere to international and Ethiopian standards in nutrition.
  • Ensure that nutrition programme direction fits with GOAL’s Mission Statement. Emergency Rapid Response Program
  • Ensure a suitable number of provisional meetings and sensitization sessions are held with woreda officials and key community figures, plus agreements are signed, to enable GOAL to support the MoH to establish CMAM services in verified ‘hot spots and/or IDP sites
  • Ensure that timely and appropriate exit strategies have been planned and are implemented, to ensure there is no risk of undermining the overall objective
    of the support program – to help the MoH establish and integrate sustainable nutritional management services into their minimum package of services.
  • Ensure that all field based GOAL staff are adequately inducted and briefed with regards to the strict remit of our support provided to the MoH, to enable them to successfully establish, and thereafter run CMAM services unaided.
  • Ensure that the necessary training and capacity building is provided to GOAL’s nutrition teams and other staff (as required) to ensure that their roles and responsibilities are completely clear.
  • Check that standardized GOAL training packages are being used in order to ensure the highest level of service is delivered by GOAL support teams. Update training materials as required.
  • Contribute to donor reports as necessary and advice on the nutritional element of new project proposals.
  • Familiarize self, understand and implement, according to area of responsibility, GOAL’s policies and procedures on mainstreaming of Gender, HIV/AIDS and Child Protection.

    Job Requirements

    Required:

  • MSc/ BSc. degree in nutrition, public health, or equivalent combination of education and with 3+ work experience in humanitarian programme.
  • Extensive experience in design, planning, management and coordination of nutrition programmes.

  • Experience and skills in training staff
    Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities.
  • Good computer skills, including Microsoft Word and Excel and PowerPoint, SMART, Epi-Info and/or other relevant statistics packages.
  • Experience with mentoring and building the capacity of local staff.
  • Strong management skills and proven experience in managing teams.
  • Strong organizational skills and some experience with project planning, timetabling and monitoring budgets would be an asset.
  • Excellent communication skills, preferably with some experience or exposure to developing and writing proposals.
  • Good human resource management skills and logistic skills.
  • Awareness of community-based approaches to improving nutrition and food security.
  • Proven experience in liaising with government officials, other NGOs, donors and UN agencies.
  • Understanding of development and relief issues.
  • Appreciation of the aims and objectives of GOAL.
  • Outgoing personality with excellent communication skills.
  • Good team player, flexible and capable of working with a multinational country team.
  • Ability and willingness to travel to rural locations and live in sometimes basic conditions.
  • Appreciation of and sensitivity to local culture.
  • Excellent written and spoken English.
  • Ability to function and manage in situations of uncertain security.
