Role Overview

The Sustainable Health Financing Officer will provide the Health Financing team at Clinton Health Access Initiative (CHAI) with analytical and administrative support across its various activities and workstreams.

The Officer will support the CHAI team in providing technical assistance to the Government of Malawi to identify and overcome health systems constraints to the provision of critical services to the entire population.

A key focus will be strengthening the use of evidence in health financing policy decisions through targeted use of data. In addition, the Officer will support the CHAI team to develop sustainable systems and processes to improve the allocation of donor and government resources to improve availability of services across the country.

The fellowship offers the opportunity to gain familiarity with health financing principles and its application to the Malawi context, sharpen analytical and critical thinking skills, and build relationship management skills.

Reporting directly to the Senior Associate, Sustainable Health Financing, and with overall management oversight from the Program Manager, Sustainable Health Financing. The Officer will also have the opportunity to receive mentorship from CHAI staff, particularly in analytical and Excel skills.

This is a challenging but rewarding role which will directly impact the government’s capacity to deliver improved health services for the population of Malawi. It presents an opportunity to work closely with a government that is committed to finding opportunities for sustainable financing of the health sector, providing strategic advice, and developing tools that will deliver a stronger health system for the people of Malawi.

Responsibilities

  • Support the CHAI Health Financing Team in providing technical assistance to the Ministry of Health (MOH) on a range of health financing and health systems issues, enabling MOH to mobilize more resources into the health sector and distribute and execute funding equitably, effectively, and efficiently

  • Provide data analysis and process support to the CHAI Health Financing team across different workstreams. Sample projects may include costing and resource mapping against the Health Sector Strategic Plan III; development and implementation of government planning and budgeting tools at the national and district levels; support to strategic purchasing of health services; and other analytical work in the health financing space in Malawi

  • Assist in collecting and analyzing quantitative
    and qualitative data from relevant government authorities and partner organizations, including through primary data collection and review of secondary data sources. More advanced analyses may be undertaken depending on interest and skillset

  • Provide report-writing support for health financing documents and support in drafting documentation for donor reporting

  • Support preparation of activity budgets, preparation of travel and meeting logistics, drafting of meeting reports, and other similar tasks

  • Perform any other relevant duties and lead day-to-day implementation of activities as assigned by the Senior Associate, Sustainable Health Financing and/or the Program Manager, Sustainable Health Financing

    Skills and Experience

    Items indicated with an asterisk (*) are required

  • At least 2 years of professional experience in health financing, health economics, health policy, health systems, health workforce, public health, public policy, or a similar field*

  • Strong analytical skills and proficiency in Microsoft Excel and PowerPoint*

  • Excellent writing skills, with experience drafting external-facing documents, such as concept notes, reports, policy briefs, donor reports, etc*

  • Experience in developing and implementing activity budgets* according to donor policies for sound financial management

  • Experience managing relationships with external stakeholders, such as government officials or donors

  • Coding experience, including in Visual Basic for Applications (VBA) or Stata

  • Strong public speaking skills, with experience conducting trainings, workshops, or presentations

  • Structured thinker with excellent attention to detail, who can analyze complex datasets to identify key trends and to translate them into actionable options for decision-makers

  • Demonstrated ability to deliver in high-pressure situations, set priorities, and adapt to rapidly changing environments

  • Excellent organizational, task management, and problem-solving skills

  • Eager to learn and undertake a range of activities across the different workstreams of the CHAI Health Financing team

  • Willingness to travel domestically within Malawi
