Role Overview

The Software Project Officer will support Health Builders by adapting and digitizing existing health center performance evaluation tools. Through these tools, they will also assess progress made towards achieving existing goals by identifying and addressing gaps.

The Software Project Manager will work with the IT & Data Management Specialist to navigate the existing evaluation tool to understand the way it is currently used and to devise its digital version. The Software Project Manager will manage and optimize existing digital platforms including Health Builders’ website and fundraising platforms.

Responsibilities

  • Conduct a review of Health Builders M&E system; document all processes and prepare a specific proposal for a system which can be used to automate these processes, including the health centers performance evaluation tool

  • Explore digital health solutions for primary health care centers and propose strategies and approaches for creating pathways to accelerate the application of digital health solutions in all projects and programs

  • Help to build partnerships with digital health community leaders and the private sector for shared, standards-based solutions

  • Assist in the assessment of project and health facilities training needs in IT and participate in system applications trainings

  • Assist in installing, configuring operating systems and software for the organization and health facilities, using off-the-shelf or bespoke packages and troubleshooting problems with computer systems, including troubleshooting hardware and software, email, network, peripheral equipment problems, and make repairs and corrections where required

  • Assist in instructing Health Builders and health facilities staff in the use of software, including word processing, spreadsheets, and database management

  • Assist in developing simple tools to automate processes at Health Builders and in health facilities, and provide support in data management

  • Develop a plan to record software documentation and best practices

  • Carry out any other duties related to
    IT and data management as requested by the supervisor

    Skills and Experience

    Items indicated with an asterisk (*) are required

  • Bachelor’s degree in computer science, information technology, software design, or equivalent*

  • Strong computer hardware and/or software skills, including experience in software development*

  • Experience with database maintenance and administration*

  • Experience installing, configuring, documenting, testing, training, and/or implementing new applications and systems*

  • Working knowledge of a wide variety of programming languages, such as with HTML, PHP, Java, MySQL, SQLite, android Studio, Java script, VB net, or Python*

  • Proven ability to assess organization needs and translate them into relevant solutions*
    Proficiency in MS Office applications, MS Project, Visio, or other IT project management package*

  • Master’s degree in relevant field

  • Relevant IT skills (e.g. systems design or architecture, IT infrastructure planning or design, software development, database administration, IT security management, and/or IT service operations)

  • Certification in MCSE, MCSD, MCTS, CCNA, , Linux, Oracle, project management, or related IT project management certificate

  • Experience with project monitoring, such as designing, gathering, tracking, or reporting on key metrics

  • Self-motivated, quick, and assertive

  • Proven leadership experience and ability to work in team

  • Excellent writing and communication skills

  • Strong organization, time management, and leadership skills

  • Track record of successfully implementing new projects

  • Excellent analytical skills
