Role Overview

The Rapid and Evaluation and Research Officer will support the implementation, rapid evaluation and documentation of all research and evaluation under the Sustaining Control of the HIV Epidemic through Efficient Case Finding and Quality Care and Treatment Services in Malawi (SCORE 90) project using the Patient and Program Outcome Protocol (PPOP).

Under the leadership of the Rapid Evaluation Manager, the Officer will work collaboratively with the EGPAF Senior Management Team (SMT), stakeholders in Implementing Partners, and study Principal Investigators to ensure the secondary and routine data is efficiently utilized on time, within budget, and in accordance with EGPAF, MoH and CDC policies and procedures.

They must ensure that the rapid evaluations are implemented according to study protocol and procedures, and that the analysis and documentation generated is of high quality.

Responsibilities

  • Lead the development of rapid evaluation plan development

  • Assess program and service gaps, improve program implementation, inform policy, and disseminate key findings and lessons learned

  • Rapidly utilize multiple data sources (e.g. patient, community, clinic, laboratory) to assess patient outcomes and answer key evaluation questions

  • Collaborate with District Health Research Committees and the District Health Management Teams to design, implement, and evaluate key questions using the Patient and Program Outcome Protocol (PPOP)

  • Collaborate with programmes and strategic information and evaluation (SI&E) teams to implement priority evaluation areas using readily available data from electronic medical records (EMRS) and programme databases

  • Produce monthly evaluation outputs and presentation to share with EGPAF and key stakeholders

  • Monitor compliance with study ethical provisions and consenting processes

  • Monitor study progress and provide regular updates to the Principal Investigators (PI)

  • Participate in regular
    meetings to review progress

  • Monitor project field expenditures and ensure proper and efficient financial and administrative implementation of project activities, including adherence to work plans and budgets, as well as compliance with local laws and customs, donor requirements, and EGPAF policies and procedures

  • Assist in any other study related tasks as deemed necessary by Project PIs

  • Contribute to scientific writing and capacity building of non-research staff

    Skills and Experience

    Items indicated with an asterisk (*) are required

  • Experience conducting and synthesizing research*

  • Strong writing skills with experience producing reports, abstracts, best practices, or other similar documents*

  • Experience with quantitative and/or qualitative data analysis*

  • Ability to work well independently and within a team*

  • Good attention to detail and excellent follow-through*

  • Strong project management skills, including past experience working on complex projects from creation to completion, managing multiple projects, and/or coordinating across teams to meet tight deadlines

  • Master’s degree in public health, statistics, or related field

  • Experience in program monitoring and evaluation

  • Strong verbal communication skills, with experience delivering trainings, presentations, or workshops

  • Experience in medical informatics, medical systems or medical based solutions
