Role Overview

The Partnership Development Officer will work within the Health Sector Partners/Sector-Wide Approach (SWAp) Coordination Office. They will analyze partnership and health cooperation status against national health policies and guidelines and provide advisory support in developing new partnerships and resource mobilization strategies.

They will also support the design and development of new and current development partners (DPs) to increase ownership, alignment, harmonization, results, and mutual accountability in support of better health outcomes.

They will collaborate with other MoH departments to produce reports on DP alignment. And they will also advise on the efficient use of health resources channeled through the DPs.

Responsibilities

  • Support the development of DP action plans

  • Support MoH and DPs in preparing and sharing M&E plans

  • Compile DP action plans and annual reports and evaluate compliance gaps against the Health Sector Strategic Plan (HSSP IV)

  • Classify DP funding according to HSSP IV priorities at central and district levels

  • Assess and recommend improvements to the health resources funding mechanisms

  • Advise on useful health resource monitoring strategies at central and district levels

  • Draft reports capturing key lessons and recommendations for achieving alignment goals; provide a feedback to stakeholders with actionable solutions

  • Assist supervisor in preparing meetings with stakeholders

  • Provide DPs with practical tools and support on how to effectively align their efforts

  • Support the negotiation process between government and its stakeholders to resolve technical and organizational issues

  • Advise MOH counterparts on how to conduct a successful stakeholder engagement process

  • Provide a monthly report on local and international DP interventions, funding and alignment

  • Conduct data triangulation in order
    to identify consistency between funding and indicators

  • Support the SWAp Coordination Office to publish findings on alignment efforts

    Skills and Experience

    Items indicated with an asterisk (*) are required

  • Bachelor’s degree in public health, economic sciences, law, management, or a related field*

  • Work experience in partnership management*

  • Ability to analyse, understand, and interpret statistical information*

  • Excellent reporting and writing skills*

  • Master’s degree in a related field

  • Experience writing policy briefs

  • Work experience in health systems (public or private) which includes the areas of planning, organization, partners coordination, supervision, and/or monitoring and evaluation

  • Experience working in planning or financing

  • Experience working in public health

  • Proficient in Excel, preferably creating and managing budgets

  • Proficient in Microsoft Word and PowerPoint

  • Familiarity with data analysis tools

  • Team player, results oriented, innovative, and committed to continuous learning

  • Strong attention to detail

  • High problem-solving ability

  • Strong communication and presentation skills, including ability to communicate technical solutions to non-technical people

  • Proactive and forward thinking

  • Experience working across teams within an organization

  • Ability to operate with minimal supervision and on tight deadlines
