Africa (HCD+) is a platform funded by the Bill and Melinda Gates Foundation (BMGF) and will have the capacity to serve as an African voice for sustainable development advocacy, accountability and transparency. It aims to accelerate political commitments, decision-making and financing of the priorities essential to the achievement of SDGs 1 to 6 in sub-Saharan Africa.

It aims to create a regional hub for advocacy and technical assistance on human capital development to increase African governments' commitment, funding and accountability for human capital development.

The platform, through increased advocacy for sustainable development, focuses on three pillars: Health and Nutrition; (ii) education, skills and labor market participation; (iii) entrepreneurship, financial inclusion and the digital economy.

In addition, DCH is present in several Ministries, Departments and Agencies (MDAs) of many African governments. Consequently, no organization has an integrated view of DCH. A DCH-focused institution can contribute to the achievement of the DCH agenda on the continent.

It will focus on four missions: (i) Create transparency on DCH performance on the continent; (ii) advocate with Heads of State and decision makers to make HCD a priority; (iii) ensuring effective coordination and collaboration with stakeholders and decision makers; (iv) selectively pilot the implementation of flagship programs in the areas of education, health and economic inclusion. Program activities have already started in Abuja.

The Program Officer will report to the Executive Director. He/she provides administrative, financial, contractual and management oversight of a portfolio of projects. He/she will work collaboratively with Project Managers and Technical Leads to ensure projects achieve quality programming and development results.

Responsibilities and functions

  • Responsible for managing project financial and contractual performance objectives and conducting monthly project financial reviews, technical deliverables and troubleshooting any issues.

  • Work with the designated Technical Authority to ensure that technical activities and deliverables are of high quality and implemented in accordance with the contract scope of work and approved work plan.

  • Proactively identify and analyze risk areas and advise relevant stakeholders on preventive measures.

  • Act as the main point of contact for operational and financial matters related to the implementation of the project.

  • Manages resource requirements for performance and encourages collaboration within the wider organization.

  • Ensure project results by providing the necessary support for the success of target teams

  • Assist project teams in the field during and participate in strategic planning sessions.

  • Draft proposals and terms of reference as required.

  • Manage budget realignments, contract modifications and subcontracting modifications.

  • Participate in the research, pre-positioning and/or management of proposals for opportunities.

  • Manage project budgets and advise on options to stay within budget.

  • Create and ensure complete project documentation, master budget, etc.

  • Produce reports according to the relevant stages of the projects.

    Requirements and Qualifications

  • Interested candidates should hold at least an undergraduate degree in a social science discipline, particularly economics, data science, statistics, and business.

  • 8-10 years of progressive professional experience in program management.

  • A master's degree or PMP (Project Management Professional) certification is an added advantage.

  • Solid experience in developing and producing competitive proposals

  • Concrete experience in managing the complete life cycle of a program.

  • Excellent skills in project planning, management, monitoring and evaluation.

  • Demonstrable business acumen and overall agility, including a thorough understanding of financial and budget planning.

  • An excellent communicator with brilliant leadership, negotiation and analytical skills.

  • Excellent communication and computer skills, including strong reporting and presentation skills and good knowledge of a wide range of computer applications.

  • Interpersonal skills, highly driven and motivating, passionate about customer satisfaction.

  • Strengthen the capacity of on-site teams to deliver program deliverables, reporting and financial management

  • Experience working closely with government departments at local and national levels is highly desirable.

  • Linguistic competence

  • Fluency in English and French is required.

  • Work experience in French-speaking countries is mandatory.
