Overview

Global Communities seeks a Deputy Chief of Party (DCOP) for the anticipated USAID Ethiopia Disaster Risk Management (DRM) Activity**.**

The purpose of this five-year $25-50M activity is to enable timely anticipatory and early action to preempt crises and reduce the impact of shocks in Ethiopia by strengthening disaster risk management (DRM) planning and preparedness, improving DRM coordination, and enhancing resource mobilization and management.

The activity will also strengthen gender in emergencies {GiE) capacity, increase private sector engagement in DRM, and expand local organizations' capacity to engage in DRM.

Global Communities is seeking a Deputy Chief of Party (COP) for the anticipated USAID Ethiopia Disaster Risk Management (DRM) Activity**.** The purpose of this five-year $25-50M activity is to enable timely anticipatory and early action to preempt crises and reduce the impact of shocks in Ethiopia by strengthening disaster risk management (DRM) planning and preparedness, improving DRM coordination, and enhancing resource mobilization and management.

The activity will also strengthen gender in emergencies {GiE) capacity, increase private sector engagement in DRM, and expand local organizations’ capacity to engage in DRM.

Under the direction of the Chief of Party, the DCOP will help provide management, and strong technical support in the implementation of the project. Responsibilities:

The Deputy Chief of Party will be responsible for delivering overall technical excellence of the project. The DCOP will lead technical teams to maximize impact and effectiveness of the project by responding to the needs of the implementing teams and maximizing integration across the project’s strategies and approaches.

Technical Leadership:

  • Continuously engage with Ethiopian Disaster Risk Management Commission systems and structures from national down to community levels, as well as existing emergency response, DRM and resilience activities funded by USAID/Ethiopia and USAID/BHA

  • Facilitate networking, coordination, and dialogue between community level DRM committees and DRM-trained GOE staff at all levels to support collective action and build trust.

  • Provide technical direction, management and supervision and coaching of project staff, consortium partners and consultants at national and regional levels

  • Ensure high quality technical deliverables – including workplans and technical reports – are developed, reviewed, submitted and approved on schedule and within budget parameters

  • Influence and advocate for the development of efficient disaster response coordination systems and built GOE capacity to respond to crises through training and support the implementation of incident management processes.

  • Provide oversight to the MERL Director for documentation and sharing of knowledge
    and emerging lessons from application of high impact project services

  • Ensure robust and regular representation and reporting of the project in national and regional level coordination groups, multi-sectoral forums and initiatives, including technical forums of relevant communities of practice

  • Ensures that gender and other cross cutting issues are well integrated and mainstreamed in the project and desired results are measured periodically to inform subsequent strategic program actions.

  • Ensures capacity building of local organizations to engage in DRM systems and provide sustainable solutions to the long-term success of

  • Hold monthly and quarterly project review sessions with staff and partners to routinely assess and improve project performance against workplan and targets

    Operational Management:

  • Assume the position of Chief of Party role when the COP is not available.

  • Work with senior staff to ensure financial and programmatic reporting to USAID, effectively and accurately communicate project progress, achievements, challenges, and utilization of funds.

  • Represent Global Communities and the project at meetings with multiple local stakeholders (other NGOs, government officials, private sector institutions, etc.) as needed and necessary.

  • Promote Global Communities’ values (purposeful, committed, genuine, and connected) and ensuring that all project staff demonstrate these values.

    Qualifications

  • Bachelor’s degree (or equivalent) in a discipline related to international development, public policy/administration, disaster risk management or climate science with a minimum of 8 years of experience managing multi-sectoral projects with increasing responsibilities and duties in field related to disaster risk management, private sector engagement and/or providing relevant technical expertise to such projects.

  • Five (5) years’ experience as deputy technical director, senior management/specialist, or equivalent position, on a USAID funded program involving the administration of large, USG-supported programs with skills in strategic planning, management, supervision, and budgeting is strongly preferred. International NGO experience is strongly preferred.

  • High level of interpersonal, technical, communication, and analytical skills, including a demonstrated ability to interact effectively and collaborate with a broad range of public and private sector counterparts and other key stakeholders.

  • Ability to develop effective working relationships with government officials, civil society organizations, private sector actors, implementing partners, international donors, and other stakeholders.

  • Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams is desired.

  • Knowledge/experience with USAID rules and regulations required; experience managing USAID cooperative agreements preferred.

  • Demonstrated experience and understanding of relevant local laws, regulations and policies is required.

  • Management/supervisory experience is required.
    Strong understanding of the local Ethiopian national and regional contexts.

  • Evidence of effective communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired.

  • Languages: Full Professional Proficiency in spoken and written English.
