Background

  • The Greater Lake Elmenteita Conservation Area (GLECA) is a Self-Help Group registered in 2009 with the main goal of protecting, conserving and managing Lake Elmenteita and its Riparian Land (95.434 km2) which is set aside for wildlife conservation for the benefit of present and future generations. GLECA, which consists an elected Management Steering Committee draws its membership from representatives of local communities, adjacent landowners, and local tourism stakeholders.

  • The group aims at promoting the Lake Elmenteita ecosystems by harmonizing the various land-use activities in the GLECA region to ensure the water body in Lake Elmenteita is conserved and protected while supporting livelihoods of the local communities. Since inception, GLECA has been instrumental in advocating for the gazettement of the Lake Elmenteita National Wildlife Sanctuary along with the inscription of Kenya Lake System World Heritage Site.

  • Despite its significance, the Lake is threatened by habitat degradation, encroachment and developments in riparian areas, siltation, water pollution, bathing in the hot springs, blockage of wildlife routes, habitat loss and declining wildlife numbers around the south end of the lake. Other threats include increased human activities, fences and rock walls in riparian areas, improper management of sewer by facilities, illegal logging, sand harvesting and illegal grazing encroachment into the sanctuary. GLECA has collaborated with Kenya Wildlife Services (KWS) and other partners to address these current and emerging threats to the ecosystem.

  • In 2019, under its Small Grant Program (SGP), the Global Environmental Facility (GEF) approved funding to support strengthening of GLECA’s capacity to implement environmental conservation activities aimed at addressing some of the threats facing Lake Elmenteita and restore the degraded sites. This consultancy is being commissioned in partial fulfilment of this grant.

    Consultancy Objectives

  • The main purpose of this consultancy is to develop and implement a capacity building plan to strengthen governance and financial management of GLECA. Specifically, the consultancy aims to establish the GLECA organizational capacity according to the key organizational dimensions I.e. to establish the capacity of the organizational internal functions as well as capacities to implement projects and engage externally.

    These may include the following:

  • How the organization expresses its basic values and articulates the reasons for its existence (vision, mission, values).

  • Organizational structure and systems - ensuring the organization’s management and its division of duties and responsibilities are explicit and visible.

  • Effectiveness of its leadership and staff competence according to roles.

  • Sustainability e.g. how to build a diversified funding base.

  • Communication and feedback within the organization and externally.

  • Financial management system; realistic budgets, effective financial controls, and accurate information to support decision-making.

  • HR systems, SOPs/Manuals
    (Standard Operating Procedures).

  • Data Management and Storage to avoid organizational memory loss.

  • Capacities related to project management, technical skills and knowledge /expertise competencies in research, policy influencing.

  • Ability to deliver quality and timely programs compliant with donor rules and regulations.

  • Ability to carry out lobbying and advocacy work on the wellbeing of the GLECA community and environment at local, national, regional and international levels.

  • Relations with government and other actors in civil society – esp. Community leaders, CBOs and NGOs, donors etc.

    Scope of Services

  • The consultancy firm/consultant shall ensure the completion of the activities in accordance with the terms and conditions of the consultancy contract.

    The consultancy will cover the following tasks:

  • Study/review of current systems/policies that are in place

  • Identifying and developing appropriate Organizational Capacity Development framework/plans.

  • Conducting a validation workshop for the final OCD framework/plans.

    Key Deliverables

    The consultant will deliver the following outputs:

  • An inception report with clear tools and methodologies proposed.

  • An Organization Capacity Development (OCD) Plan.

  • A training workshop for GLECA team.

    Support to the Consultant

  • The consultant will be contracted by and will directly report to GLECA Steering Committee & GEF Grant Manager in undertaking the organizational capacity development plans. GLECA will familiarize the consultant with the background information and provide technical support and guidance to ensure the consultant completes the work as per the agreed deliverables.

    Duration of Consultancy

  • The delivery of capacity strengthening support is expected to be completed within 40 working days starting from the date selected consultancy firm/company will sign the contract.

    Application Requirements

  • A technical response to the TOR by the consultant demonstrating an understanding of how the assignment will be undertaken.

  • Initial work plan based on methodology outlined and availability of applicant.

  • Company profile and/or CV of the consultant.
