Organization Details

  • The German Federal Ministry of Economic Development and Cooperation (BMZ) and the European Union (EU) are co-funding a Regional Project on Natural Resources and Peace and Security in the Great Lakes region implemented jointly by GIZ, BGR and the UN. One of the project outcomes relates to the implementation of a regional framework to govern the natural resource sector with a focus on the Regional Certification Mechanism (RCM) of the International Conference on the Great Lakes Region (ICGLR) in the Member States.

  • In this regard, GIZ together with ICGLR is supporting the Ugandan efforts especially through the Directorate of Geological Survey and Mines (DGSM) to put in place the necessary instruments in order to fully implement the RCM in Uganda.

    Knowledge, Skills & Competences

  • Excellent organisational skills and ability to work on one’s own initiative

  • Good working knowledge of IT applications and data management and analysis.

  • Ability to work in a team and guide and motivate team members if required.

  • Fluency in English (written and oral proficiency) is a prerequisite.

  • Strong logistical skills to implement operational project activities.

  • Strong communication skills, especially when dealing with a variety of stakeholders.

    Key Responsibilities

  • Support the setting up and running of a certification unit within DGSM.

  • Support the implementation of the Regional Certification Mechanism of the International Conference on the Great Lakes Region (ICGLR) in Uganda.

  • Provide coordination and support regarding the implementation of joint activities of Ugandan partners and GIZ (regarding mineral certification, gender and mining etc.)

    The Technical Advisor will be expected to perform the following tasks:

    Specific Tasks

  • Support to the DGSM Certification Unit

  • Support the implementation of export certification procedures

  • Develop and conduct capacity building measures for supply chain actors and staff of the certification unit on certification procedures

  • Provide technical advice on the Management of mine site and export databases

  • Provide technical advice on the process regarding applications of exporters of designated minerals as well as the issuance of certificates

  • Participate in field checks at export points (such as custom border points) and mine sites or offices of mineral dealers

  • Provide technical advice on any other occurring issues related to the work of DGSM

    Project Coordination and Implementation

  • Support the implementation of all joint activities of Ugandan partners and GIZ in the mining sector with technical advice as well as administrative tasks

  • Facilitate periodic coordination between the different project stakeholders, including: DGSM, ICGLR National Coordinator, ICGLR Technical Unit, BGR-GIZ Regional Project, Consultants

  • Will keep in regular
    contact with GIZ Uganda and give updates on activity to GIZ Uganda Country Director/ Portfolio director if requested

  • Provide bilateral follow-up with specific project partners

    Other Duties/Additional Tasks

  • Carries out other tasks at the request of the superior.

  • Undertakes further job training related to his/her position and duties, if required.
  • Special training programs shall be identified and selected jointly with DGSM and GIZ Component Leader.

    Management Arrangements

  • The Advisor will be placed within the Directorate of Geological Survey and Mines in Entebbe, Uganda.

  • The Project Director of the Regional Project in support of the ICGLR based in Kigali will be the disciplinary supervisor, whereas the technical supervision will be shared between DGSM and GIZ Component Leader.

  • A practical management arrangement with DGSM will be developed. The Advisor will undertake regular missions to Kigali in the framework of the regional projects’ overall planning and review processes, in addition to the locations where the project activities will be implemented.

  • The advisor will be subject to GIZ Uganda security management and participate in staff meetings etc. by GIZ Uganda.

    Qualifications

  • University degree in Geology, Mining Engineering, Economics or other relevant fields.

    Details of Experience

  • At least 4 years of relevant work experience in the area of mineral governance with experience in mine site inspections, mineral audits, chain of custody systems and/or mineral certification.

  • Demonstrated experience in managing projects in the area of mineral governance
