Organization details

  • The German Ministry for Economic Cooperation and Development (BMZ) has commissioned the Gesellschaft fϋr Internationale Zusammenarbeit (GIZ) with the Programme “Strengthening Governance and Civil Society in Uganda”, co-funded by the European Union. The main objective of the programme is that selected state and civil society actors in Uganda are in better position to work towards the compliance with human rights and governance principles in their respective areas of responsibility. Structurally, the programme focuses on 3 main components: 1) Strengthening Accountability 2) Strengthening Human Rights and 3) Strengthening Civil Society in Uganda Support Programme (CUSP). Under the Strengthening Accountability Component (SAC), GIZ works with the Office of the Auditor General (OAG), the Inspectorate of Government (IG) and the Public Procurement and Disposal of Assets Authority (PPDA). Through collaborative efforts between the OAG, IG and PPDA the component seeks to strengthen the fight against corruption and to increase accountability and transparency in Uganda. The Technical Advisor shall work to create a stronger stakeholder engagement between the partners in the collaboration (OAG, IG and PPDA) and Civil Society Organizations (CSOs) in the field of governance and accountability in Uganda.

    Knowledge, Skills & Competences

  • Excellent analytical skills

  • Excellent report writing skills.

  • Excellent interpersonal and communication skills, in particular ability to summarise complex information in an accessible manner.

  • Good command of oral and written English language.

  • Excellent Computer skills, in particular advanced word processing, Excel and Power Point.

  • Creativity, innovative thinking and the ability to adapt quickly are desirable traits.

  • German Language skills are an added advantage

    Responsibilities

    Key Responsibilities

    The Technical Advisor will be responsible for:

  • Ensure that citizens and CSOs increasingly use the work of the OAG, IG and PPDA to strengthen downward accountability in Uganda.

  • Supports CSOs to more effectively represent the interest of citizens of Uganda and demand for accountability.

  • Capacity building of CSOs in the field of accountability to become a more dependable, knowledgeable and respected partner for the accountability institutions.

  • Ensuring that the OAG, IG and PPDA creates stronger relations with their stakeholders.

  • Creating a mechanism in which the OAG, IG and PPDA, to a larger extent, receive feedback from their stakeholders and incorporate it into their work.

    Specific Tasks

  • The Technical Advisor under the guidance of the Head of Component shall provide support in the following areas.

    Professional advisory services

  • Participate in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach.

  • Coordinates the processes for joint stakeholder engagement with the OAG, IG and PPDA via the focal persons.

  • Advise on how to engage with and build strong stakeholder relationships of the OAG, IG and PPDA.

  • Assist in the process of building capacity of CSOs in the accountability field;

  • Assist in designing terms of reference and supports in the selection and supervision of third parties in the course of carrying out project activities.

  • Participate in
    the design, preparation and implementation of workshops, seminars and other events for the collaboration of the 3 institutions.

  • Participate in inter-institutional committees and task forces created within the framework of the collaboration.

  • Monitor the implementation of interventions, write reports and documents on the progress of joint activities, identify bottlenecks and recommend alternative options to the head of component.

    Coordination tasks

  • Assist with general project planning and develop project concepts, and;

  • Coordinate relevant project activities at local level in consultation with colleagues and in cooperation with the partners, both about implementation and preparing organizational aspects.

    Knowledge management

  • Compile information and ensures knowledge transfer;

  • Contribute to the development of ready-to-use strategies and technical concepts, including guidelines, manuals and procedures.

  • Draw up and/or prepare reports and present documents.

  • Support formulation of appropriate input for various project reports including annual reports, and contribute to other reports required by the Head of Component, GIZ Head Office, Partners and other stakeholders, and.

  • Assist with research activities and studies in accordance with project requirements.

    Other Duties/Additional Tasks

  • Stay updated with GIZ project standards, concepts and state of project implementation as well as with related experts and staff.

  • Represent the interests and always act on behalf of the GIZ programme/component and GIZ.

  • Undertake further job training related to the position and duties. Specific training needs shall be identified, and appropriate trainings selected jointly with the GIZ Head of Component.

  • Carries out other tasks at the request of the superior.

    Qualifications

  • Master’s degree in the field of social and/or political science or other relevant qualifications at master’s degree level.

    Details of experience

  • More than five years of relevant professional work experience relating to the thematic areas of governance, anti-corruption and accountability.

  • Considerable professional experience with or in civil society organizations.

  • Experience in results-oriented project management.

  • Experience in delivering professional training.
