Organization details

  • The Global Compact on Refugees and its Comprehensive Refugee Response Framework (CRRF) set out new ways of responding to situations of forced displacement. Together with national governments, UNHCR is facilitating the implementation of these frameworks with the aim of enhancing international burden- and responsibility-sharing and developing long-term solutions for protracted refugee situations. Uganda currently host around 1.4 million refugees and is at the forefront of piloting the CRRF by integrating refugees into national development planning and service delivery. CRRF implementation in Uganda is overseen and coordinated by the CRRF Steering Group co-chaired by OPM and MoLG and comprising of stakeholders from government entities, UN bodies, humanitarian and developments partners, refugee and host community representatives, and civil society. The Steering Group is technically supported by the CRRF Secretariat. The majority of Uganda’s refugees live in settlements in rural areas of the country. In line with the CRRF Guiding Paper on District Coordination, District Local Governments have taken on increasing responsibilities in refugee integration over the past years. As part of Germany’s commitment to support the implementation of the GCR in Uganda and in addition to CRRF support at sector level, SUN-GCR works with the GoU and UNHCR in two key areas: CRRF knowledge management and district engagement in CRRF processes and decision-making. The project component in Uganda is linked to the programme “Water Supply and Sanitation for Refugee Settlements and Host Communities in Northern Uganda” that is implemented jointly by GIZ and the Ministry of Water and Environment (MWE).

    Knowledge, Skills & Competences

  • Excellent understanding of the refugee response and the related institutional framework in Uganda incl. CRRF coordination.

  • Demonstrated knowledge of development planning and coordination structures at district level; experience in working in and/or with local governments.

  • Strong communication skills, ability to network and build professional relationships in complex multi-stakeholder environments.

  • Demonstrated experience in managing multi-stakeholder processes.

  • Excellent facilitation and presentation skills.

  • Strong analytical and writing skills.

  • Very good team player and ability to work in international teams.

  • Excellent computer literacy incl. MS Office (especially Word, Excel, PowerPoint) and tele-working tools such MS Teams, WebEx etc

  • Excellent command of both spoken and written English language.

    [Responsibilities

    Key Responsibilities

    The Technical Advisor will be responsible for:

  • Providing strategic advice to CRRF Steering Group, CRRF Secretariat and Ministry of Local Government and support implementation of CRRF National Plan for Action, CRRF Guidelines on District Coordination and other CRRF strategies.

  • Strengthening District Local Governments (DLG) representation and develop formats to enhance district engagement at Steering Group level.

  • Facilitating (horizontal) knowledge exchange and learning across DLG and support capacity development for district representatives.

  • Supporting CRRF DPG Sub-Group (and GIZ CRRF projects) to harmonize district-level support and ensure partner alignment with CRRF strategies and plans.

  • Within this context, s/he fulfils the following tasks:

    Specific Tasks


    Strategic Advice to CRRF Steering Group, CRRF Secretariat, and MoLG

  • Support CRRF Secretariat and MoLG to review and adapt Guiding Paper and District Coordination Road Map.

  • Develop monitoring system and ensure regular tracking of status of implementation of District Coordination Road Map.

  • Support implementation of district-level milestones in CRRF National Plan for Action and report on progress.

  • Map coordination mechanisms in 12 refugee
    hosting districts and identify best practices and lessons learned.

    Strengthen DLG representation and develop formats to enhance district engagement

  • Support MoLG and CRRF Secretariat to develop format for District Engagement Forum to enhance host community representation in CRRF Steering Group (ensuring linkages to Refugee Engagement Forum).
    Organise and facilitate quarterly District Engagement Forum to prepare for and follow up on SG meetings and decisions.

  • Support MoLG and CRRF Secretariat to develop mechanism to ensure effective DLG representation at Steering Group level.

  • Support development of positions and issue papers highlighting key priorities and challenges for CRRF implementation at district level.

    Facilitate Knowledge Exchange and Learning and support Capacity Development for DLGs

  • Identify capacity development need of DLGs regarding CRRF implementation

  • Support knowledge exchange between refugee and district representatives.

  • Ensure dissemination of SG decisions, strategic directions and integrated response plans within districts.

  • Organize de-briefing sessions of outgoing representatives and onboarding of incoming representatives.

  • Liaise with existing GIZ programmes at DLG level and identify areas of cooperation.

    Support CRRF DPG Sub-Group to harmonize district-level support

  • Work with Co-Chairs of CRRF DPG Sub-Group to hold regular meetings and ensure information flow between DPG members, CRRF Secretariat and DLGs.

  • Disseminate SG decisions through presentations and briefings and facilitate discussion on implications for donor engagement.

  • Support mapping of donor support and capacity development activities in refugee hosting districts (and update regularly).

    Other Duties/Additional Tasks

  • Regularly update GIZ Refugee Task Force on challenges and priorities in district coordination and support reporting to GIZ HQ and BMZ.

  • Closely collaborate with GIZ SUN District Advisor in West Nile and the GIZ WatSSUP Team and support information system to be stablished.

  • Establish close liaison with members of the Refugee Engagement Forum.

  • Carries out other tasks at the request of the superior.

    Qualifications

  • Master’s degree in social sciences, political science, public administration, or international relations

    Details of experience

  • At least 5 years of professional experience in the field of local governance, refugee assistance, and/or development cooperation

  • Experience working with local governments, decentralization and/or capacity development at sub-national level, preferably in refugee or other humanitarian settings

  • Excellent command of both spoken and written English language.
