Job Description

As German organization for international development cooperation with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives.

GIZ promotes complex reforms and change processes in more than 80 partner countries.

In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.

The GIZ Programme for Sustainable Training and Education (STEP) aims at improving the employment prospects of young Ethiopians by promoting more relevant and demand-oriented TVET and Higher Education.

One of the programme components focuses on the topic of employment creation for graduates. The main goal is to create more employment for graduates by improving the matching systems in the labor market.

Activities will include the support of multi-stakeholder dialogue platforms to identify problems and solutions for better matching mechanisms.

In addition, the skill needs of the industry in selected sectors in the region will be assessed. Skill gaps of TVET and university graduates need to be identified in order to develop innovative pilot solutions jointly with all involved stakeholders.

To support the work of this programme component, GIZ-STEP is looking to recruit a Private Sector / Employment Expert as per the details below.

Major duties and responsibilities

  • Coordination and project management for the GIZ-activities in the Employment Component in on regional level .
  • Areas are not limited to but will include the following
  • Trust building activities
    to facilitate collaboration: Initiation of effective collaboration between the private sector and education institutions, like TVET-Schools, Universities and other governmental regulating institutions. Close cooperation with the project managers of the “Higher Education” and “TVET” component of the programme to identify opportunities for joint project development and implementation.
  • Private sector needs assessment: Establishing continuous dialogue with enterprises/employer associations to identify qualification gaps, needs/opportunities and innovative processes/trainings which could be supported by the partners of the education sector.
  • Translation of needs/opportunities into action and implementation of pilots: Project development (e.g. with additional external technical support), joint preparation with and implementation of pilot projects (e.g. development and design of short-term trainings in sector with high demand, job fairs, conferences to establish dialogues)
  • Evaluation/Scaling up: Support the evaluation of pilot projects, lessons learnt and scaling up of successful pilots.
  • Support other project activities in order to reach the project’s objectives – areas of involvement will be agreed upon as needed

    Job Requirements

    Qualification Required & Experience

  • University Degree: M. A/M.sc or above in economics/business/engineering or related
  • At least 5 years professional experience in private sector (e.g. Management, Engineering, Human Resource, Entrepreneurship, Medium and Small Enterprise support) or working with/for the private sector (e.g. in private sector development projects, consultancy, etc.)
  • Experience in working for or cooperating with international development cooperation organizations is an asset
  • Access to local and sector specific networks and excellent reputation
  • Fluent in written and spoken English
