Terms of Reference for Project Management Officer

in the

NORAD Component

of the

GIZ- Sustainable Training and Education Programme

As German organization for international development cooperation with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives.

GIZ promotes complex reforms and change processes in more than 80 partner countries.

In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.

The Ethiopian Growth and transformation Plan (GTP) assigns a key role to the education sector for accelerating economic growth, achieving developmental goals and becoming a middle-income country by 2025.

The Ethio-German Sustainable Training and Education Programme (STEP), co-financed by the European Union and the Norwegian Agency for Development Cooperation (NORAD), improves the employment prospects of young Ethiopians by promoting quality and relevance in vocational training and higher education.

The programme establishes strong linkages between the education and the private sector to support the development of a modern education system geared towards employment and economic growth.

To support the work of this programme component, GIZ-STEP is looking to recruit an Office Manager as
per the details below.

Major duties and responsibilities

  • Supporting the component management and the technical team with administration and logistics.
  • Facilitate meeting and workshops organized by the project team and short and long term experts contracted by the programme;
  • Support the settlement of finance agreements and contracts
  • Prepare letters and minutes and other documents for the component;
  • Facilitate logistics and travel arrangements for internal and external long and short-term experts, visitors and other relevant bodies;
  • Initiate and follow up on administrative processes (procurement, tendering, workshop requests, other office management tasks) and admin experts at STEP and GIZ;
  • Initiate service requests in a timely manner
  • Update Team Calendar / Online Tools like MS Teams
  • Implement tasks under the technical and disciplinary supervision of the Component Manager of STEP;

    Job Requirements

    Qualification Required & Experience

  • University Degree: B.Sc or above in Business Administration or other field relevant to the task
  • At least 5 years professional experience in a comparable position
  • Excellent knowledge of administrative processes at GIZ or similar organization
  • Experience within GIZ or other organizations for international development is an asset,
  • Sound knowledge of IT applications;
  • High capability of self-management;
  • Fluent in written and spoken English and Amharic
