Terms of Reference for Expert Position for “Blended Learning” and innovative learning methods

The Ethiopian government has set itself the goal of achieving the status of a middle-income country by 2025.

To this end, the massive expansion of the education sector is intended to provide the national economy with employable graduates, while at the same time providing prospects for the rapidly growing young population.

In the last decade considerable progress in the development of the education sector were achieved, particularly technology-oriented training capacities in vocational and higher education. However, the sharp rise in Berufsschüler- and student numbers are the entire sector with its wide range of players still serious challenges in terms of educational quality and relevance.

The goal of the project is: Graduates of the vocational and higher education institutions at selected locations find more employment in growth sectors.

For this, the project advises the Ministry of Science and Technology and its subordinate authorities at federal and regional level in implementing a nationwide education reform, and supports model institutions in the vocational and higher education in the design of employment-relevant training opportunities. GIZ provides its services in the area of education.

The project has 3 components: 1) further development of the TVET system, 2) employment-oriented higher education, 3) employment


Major duties and responsibilities

  • Advise as Expert in Blended Learning and innovative learning methods and support the partner institutions on ICT based learning strategies for TVET.
  • The development and implementation of content and methodology for digitally supported learning methods (eg, bended learning) are of central importance. In addition, you strengthen the organizational development of selected partner institutions. Cooperation with technical service providers (ICT experts / companies) in the technical implementation is essential.
  • Due to the very dynamic and changing environment but also have high management skills in order to act efficiently and goal oriented. You can expect a motivated and sympathetic team, an exciting program environment and a lot of creative freedom.

    Job Requirements

    Qualification Required & Experience

  • University degree in economics, social sciences, or any other relevant discipline, and have several years of professional experience in the field of ICT based learning or in the education sector. You have very good technical knowledge of digital education methods and implementation experiences in their use.
  • Good communicative skills and advisory skills distinguish you. They combine creativity and innovation with pragmatism and flexibility. Proper English skills are required.
