Tasks to be performed by the contractor

  • The scope of work for the Consultant will be to conduct a study in selected RECs and AUC Departments with migration responsibilities on how the two institutions can work together in strengthening coordination and collaboration mechanisms in building the capacity of AU Member States on migration governance in Africa.

    The scope of work for the study include the following:

  • Analyse AUC and RECs policy frameworks on migration governance and identify points of convergence and divergence and potential gaps.

  • Identify the various initiatives that are being implemented by the AUC and RECs in building the capacity of Member States on migration governance.

  • Identify coordination gaps between AUC and RECs in supporting Member States on migration governance in Africa

  • Identify areas for collaboration between the AUC and RECs to effectively support Member States and minimize duplication of efforts.

  • Analyse the current coordination mechanisms between AUC and RECs and identify potential needs for improvement.

  • Identify capacity gaps in the AUC and RECs that may hinder effective coordination and collaboration between them in realizing their mandates on migration governance and recommend specific measures to address them.

    Number of work days and period of assignment

  • Number of work days: 35

  • Flexible work days (each of them only to be used upon approval by GIZ): 5

  • Overall maximum number of work days: 40.

  • Period of assignment: From 15 November 2020 until 15 March 2021.

    Personnel concept and qualifications

  • Short-term expert pool with minimum 2, maximum 4 members

    Qualifications of the short-term expert pool

  • Education/training (2.6.1): (minimum) 1 expert with university qualification (German ‘Diplom’/Master) in international law, international relations, economics, migration or any related field, (minimum) 1 expert with university qualification in migration studies, international law or related field (German ‘Diplom’/Master)

  • Language (2.6.2): experts with
    very good language skills in English, good language skills in French is required. Ability to speak other AU official languages will be an added advantage;

  • General professional experience (2.6.3): at least ten years’ experience in the areas of research, project development, strategic planning and policy drafting on migration.

  • Specific professional experience (2.6.4): (minimum) 1 expert with at least 10 years of experience in consultations with various stakeholders, ideally including the AUC, AU Member States and RECs; Knowledge of migration and capacity building on the African continent;
  • Ability to interact with senior officials (Government officials and representatives of multilateral and bilateral agencies);

  • Regional experience (2.6.5): 2 experts with at least 5 years of experience in Africa (region), (minimum) 1 expert with 5 years of experience in East Africa region

  • Other (2.6.7): Previous working experiences with the AUC, RECs, Experience in similar assignments would be an added advantage; good oral and written skills.

  • The consultant will be required to submit a technical and financial offer.

  • The financial offer should list the daily fees charged for this contract.

  • Please note that this should not be specific to the task required, as a variety of tasks (as listed above) will have to be performed throughout the contract duration.

  • The technical offer should include the approach taken by the consultant and showcase its previous work in the areas listed above.

  • All bids must include a full technical and financial offer. Technical and financial offers have to be submitted separately.
