GIZ Manual on Best Practices for Stakeholder Engagement in Trade Policy Making in Africa Jobs in Ethiopia


Purpose of the Manual

  • GIZ in collaboration with DTI seeks to engage an expert/s to support the development of the Stakeholder Engagement Manual for trade policy making in Africa.

  • Among others, the Manual is expected to assist in enhancing the capacity of African Union member states in undertaking stakeholder engagement in trade policy making.

  • The Manual will build on experiences and lessons learned during previous Trade Policy Dialogue Forums, in COMESA, ECOWAS and UMA-IGAD (a draft manual already exists for further use and reference).

  • Specifically, the manual is expected to provide both guidelines for stakeholder engagement in trade policy making as well as provide the necessary toolbox of undertaking the exercise.

  • In this regard, it will incorporate information from existing workshop reports, draw on best practices for stakeholder engagement in trade policy making in Africa and develop concrete recommendations as part of a stakeholder engagement strategy.

    Tasks to be performed by the contractor

    The scope of the work of the expert/s to be hired include, but is not limited to:

  • Design and delivery of the Stakeholder Engagement Manual

    The contractor is responsible for providing the following services:

  • Review the available literature on best practices in stakeholder engagement in trade policy making in Africa as well as comparable regions.

  • Present an overview of key stakeholder engagement building blocks, such as identification of stakeholders; types of processes and platforms for the engagement; or procedural aspects such as running meetings, funding of stakeholders’ engagement and ensuring sustainability.

  • Consult with relevant stakeholders to ascertain capacity to undertake stakeholder engagement inside RECs Secretariats, Member States, regional private sector organizations, regional civil society organizations, Media, Academia and other relevant stakeholders.

  • Collect best practices on stakeholder engagement for trade policy in Africa, both at the national and regional level, as well as draw on experiences and lessons learned during previous Trade Policy Dialogue Forums, in COMESA, ECOWAS and UMA-IGAD as well as during trade policy dialogues in the remaining RECs.

  • Develop guidelines, templates and models to assist trainings for future stakeholder engagement activities.

  • Make recommendations for the AU Commission, RECs and Member States on strengthening existing regional trade policy dialogue platforms and generating new
    consultation formats.

  • Make recommendations for the private sector on the strengthening of existing private sector consultative platforms as well as to enhance their participation in trade policy dialogue platforms as well as stakeholder engagement fora.

  • Present the document to a validation workshop and incorporate comments and feedback received.

    Qualifications

    Education/training (2.1.1)

  • Advanced university degree or equivalent in a quantitative subject such as mathematics, statistics or economics

    Language (2.1.2)

  • Working proficiency in English is a requirement. Proficiency in several of the African Union’s other working languages would be an added advantage.

    General professional experience (2.1.3):

  • A minimum of twelve (12) years of relevant work experience in stakeholder engagement in developing countries, in particular in the African context, either as policymaker, advisor, private business or providing training and other support services

    Specific professional experience (2.1.4):

  • Five (5) years of experience and knowledge in working with stakeholder engagement platforms and mechanisms, including experience in the design, setting up, facilitation, and operation of such platforms and mechanisms.

    Regional experience (2.1.6):

  • Five (5) years of experience in designing and delivering trainings for multistakeholder groups in African countries on trade and trade related policies.

    Other (2.1.8):

  • Strong organizational and interpersonal relationship skills, strong writing and analytical skills. Experience working with the AUC is an advantage.

    How to Apply

  • The consultant will be required to submit a technical and financial offer

  • The financial offer should list the daily fees charged for this contract.

  • Please note that this should not be specific to the task required, as a variety of tasks (as listed above) will have to be performed throughout the contract duration.

  • The technical offer should include the approach taken by the consultant and showcase its previous work in the areas listed above.

  • All bids must include a full technical and financial offer. Technical and financial offers have to be submitted separately.
