GIZ Consultancy Service to Develop the Second Diaspora Engagement Self-Assessment Report and Corresponding Capacity Development Measures Jobs in Ethiopia


  • Diaspora engagement is a strategic priority for the African Union.

  • Indeed, the Constitutive Act of the African Union expressly declares that it shall “invite and encourage the full participation of the African Diaspora as an important part of our continent, in the building of the African Union”.

  • In 2018/19 a Diaspora Engagement Self-Assessment Tool (DESAT) was developed.

  • It is to help Member States assess their level of engagement with their diaspora and makes corresponding recommendations on how to strengthen their efforts.

  • Out of the results of a pilot of 11 Member States, the first Diaspora Engagement Self-Assessment Report for 2018 was produced.

  • The idea is to produce such report covering more MS than in the pilot on an annual basis.

  • Amid crises such as the current COVID-19 pandemic the DESAT needs to be amended by a section on humanitarian assistance by the diaspora.

  • More Member States than for the pilot report 2018 need to be approached and assisted in filling out the DESAT for 2019/20 which will provide the data for the next report.

  • Based on the results for each Member States, corresponding capacity building measures should be developed to strengthen Member States’ efforts in engaging their diaspora.

  • Therefore, the Citizens and Diaspora Directorate (CIDO) of the AU Commission, with support by GIZ, is seeking consultancy services to produce the second DESAT report and develop capacity building measures on diaspora engagement for Member States.

  • The consultancy will be carried out in six steps and run for 12 months.

  • The six steps include the amendment of DESAT, the assessment of the DESAT data for 2019/20, the writing of the report, the design and implementation of online trainings for Member States focal persons on diaspora engagement, the development and implementation of a training module
    for high level officials of Member States and the preparation and facilitation of a knowledge sharing forum.

    Qualification and Experience

  • Short-term expert pool with minimum 2, maximum 4 members are required to have the following qualifications:

  • Education/training: at least 1 expert with university qualification in political sciences, social sciences or related field; and at least 1 expert with university qualification in migrations studies

    Language

  • very good language skills in English, good language skills in French required by at least one of the experts

    General professional experience

  • 10 years of experience in the policy advice and policy development sector; 3 years of professional experience in the quantitative and qualitative research sector

    Specific professional experience

  • 10 years of experience in migration and diaspora and at least 5 years of professional experience in training development and implementation

    Regional experience

  • 5 years of experience in Africa (region)

    Other

  • Experience in engaging with high-level government representatives, very good oral and writing skills, experience in similar assignment
