Job Details:

  • As a federal enterprise, GIZ supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned GIZ to implement a technical cooperation titled “Improving Health Care Provision” to achieve the objective: the quality and quantity of health services are improved, including access through health insurance. It has five outputs: (1) Digital hospital management information system; (2) Improved neonatal care; (3) improved sexual and reproductive health, in particular Emergency Obstetric and Neonatal Care and family planning services, especially for young people post-partum; (4) Improved community health fund foundations; (5) Data-based facility and council budget planning.

  • In the area of “Digital Hospitals”, the project supports the implementation of a part of the National Digital Health Strategy 2019, specifically its intention of modernising processes in public hospitals and improving quality of care provided using digital technology. The Ministry of Health, Community Development and Gender, Elderly and Children (MoHCDGEC) and the Office of the President of the Regional Administration and Local Government (PO-RALG) are both working on hospital management information systems (HMIS) for health facilities which are to be rolled out to all MoHCDGEC and PO-RALG operated health facilities. The HMIS are intended to digitalise work processes and data, helping to improve overall management, and in the long run also efficiency and effectiveness of these health facilities.

  • The GIZ project intends to support the roll-out of the two hospital management information systems (AfyaCare and GoTHOMIS) to two regional and six district partner hospitals in Tanga and Mbeya. Envisioned inputs from the project include advice on maternal and child health related functions for the new management information system, information technology hardware and network upgrades at each of the target hospitals, advisors to train and roll-out the software including helping hospitals to manage the change, establishment of IT support functions and policy advice on sustaining the improvement such as developing a user support and feedback system and system for peer to peer knowledge exchange.

  • The ultimate aim of this endeavour is to improve maternal and child health services delivered at these hospitals with the help of the HMIS.

  • The Improving Health Care Provision in Tanzania project is therefore looking to fill two positions of Advisor Digital Hospitals.
    Position one: Duty .

    Responsibilities

    The advisor is responsible for

    • overseeing, managing and actively supporting the implementation of the two hospital management information systems (AfyaCare and GoTHOMIS) in GIZ’s partner hospitals in Mbeya/Tanga regions respectively to ensure that all related local activities are progressing on schedule and will meet the goals within the stipulated time

    • effective project-related reporting and knowledge management

    Tasks

    Implementation management

    The advisor

    • assists with the planning of implementation processes, activities and timelines in close consultation with counterparts at MoHCDGEC and PO-RALG

    • oversees, monitors, manages and coordinates all local/regional GIZ activities regarding
    the implementation of hospital management information systems in GIZ’s partner hospitals in cooperation with regional counterparts

    • actively contributes to the success of local implementation efforts through activities such as

    • providing technical support to counterparts, local teams and users especially in handling obstacles

    • designing, preparing and conducting focal point and user trainings and other events connected with the implementation activities (e.g. peer exchange, supervision, mentoring and coaching visits)

    • Support development and implementation of relevant hospital IT policies (e.g. maintenance schedules, back-up policies) and support processes to drive change adoption towards new and digitised work processes

    • providing policy and implementation advise to counterparts

    • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives to ensure the success of the programme

    • performs other duties and tasks at the request of the component and programme management

    Networking and cooperation

    The advisor

    • communicates and engages with focal points at RHMT/CHMT and in the partner facilities as much as with the technical team from MoHCDGEC and PO-RALG for coordination and alignment of GIZ supported activities

    • supports the regular contact and dialogue with partners, cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the programme environment and with other projects to improve and maintain good working relationships

    • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the programme

    Reporting and knowledge management

    The advisor

    • conducts monitoring, quality management, evaluation, communication and documentation of all local GIZ digital hospital implementation activities

    • regularly reports the respective project and implementation progress to the component manager and GIZ team

    • prepares appropriate input for partner communication as well as various programme reports and presentation documents, and contributes to other reports as requested by the component manager

    • actively engages in knowledge management efforts through GIZ’s internal platforms

    Required Qualifications, Competences and Experience

    • minimum bachelor’s degree in Public Health or equivalent and master’s degree in Health Informatics or equivalent (or vice versa)

    • professional qualification in IT project management is of advantage

    • at least 3 years of professional experience in managing Health IT implementation projects in low-resource settings

    • professional experience in conducting coaching and training of IT applications

    • professional experience in the implementation and application of hospital management information systems in Tanzanian hospitals is of advantage

    • professional experience in policy advisory roles to governmental institutions is of advantage

    • fluent written and oral knowledge of Kiswahili and English

    • willingness to frequent travels to GIZ partner hospitals in the Mbeya/Tanga regions respectively

    • excellent team, communication and reporting skills including the application of basic IT tools (e.g. MS Office 365)
