Project information

The German development cooperation (GIZ) has been supporting the implementation of the Sustainable Land Management Programme (SLMP) since 2008.

Activities of GIZ SLM hereby focused on the rehabilitation of degraded land across the three highland areas of Amhara, Oromia and Tigray.

In 2015, geographical coverage of GIZ SLM interventions extended. Yet, the programmatic focus remained the same and no systemic approach was proposed.


With the initiation of the Sustainable Use of Rehabilitated Land for Economic Development (SURED) Programme in 2018, the focus has shifted.

Both the thematical and methodological approach now aim at sustainably empowering the partner system itself rather than substituting for government activities.

Systemic capacity building is at the centre of strategic thinking and entails that skill development is anchored within local institutions.

Within the scope of the GIZ SURED Programme, GFA is commissioned to implement component 3. The focus lies on developing and improving an innovative training course delivery system.

Requested services

GIZ SURED has developed an elaborate monitoring system to measure resource inputs and outputs of the SURED project. As a subcontractor, GFA Consulting Group is expected to feed into the existing GIZ SURED databases and report resource inputs and outputs on a monthly, quarterly, and annual basis.

Moreover, GFA through discussion and agreement with GIZ SURED M&E Team will need to develop M&E system and tools to measure outputs, outcomes and impact of the various component 3 training activities and target indicators.

Critical aspect (the cornerstone) for all GFA M&E intervention will be to ensure coherence and complementarity between GFA M&E work to align with GIZ SURED M&E Team work and systems.

This will allow GFA component 3 M&E outputs, outcomes and impact data to feed into and contribute to the overall GIZ SURED Programme M&E.

Responsibilities:

The expert on Monitoring and Evaluation will have three main responsibilities.

1. Ensure timely reporting on all project
activities to GFAs Team Leader. This includes regular meetings with all GFA staff members to report on activities using GIZs monitoring and reporting tools.
2. Ensure regular liaison with GIZ SURED M&E Team on all aspects of M&E as they relate to the success of GFAs work under component 3 and towards contributing to the success of the GIZ SURED Programme M&E, and providing data for GIZ SURED Project Monitoring and reporting.
3. Support the development of a monitoring system to track and evaluate the success of the GFA project according to its indicators at output, outcome and impact levels. This will require conceptual work and close coordination and cooperation with GIZ SURED and subcontractors.

Tasks:
  • Draft and monitor budget plan for GFAs activities and outputs.
  • Administer, review, and consolidate budget and activity plan vs. achievement report for GFAs activities submitted to GIZ SURED.
  • Provide conceptual support to impact evaluations carried out in GFA /GIZ SURED and SLMP as well as support to consultants and researchers in organising and carryingout data collection.
  • Support development of concept, application and interpretation of impact and outcome monitoring, including outcomes of all training activities implemented through GFAs project.
  • Handle data requests by GFAs project office and GFA headquarters.
  • Perform other duties and tasks at the request of GFAs management.

    Job Requirements

    Qualifications and Experience:
  • Advanced university degree in Economics, Statistics or related field.
  • Minimum of 5 years of practical database and M&E experience.
  • Solid experience with database management.
  • Basic knowledge of statistical software packages such as Stata is an asset.
  • Excellent computer skills especially MS Office applications (outlook, word, excel, power point).
  • Excellent knowledge of English and a regional Ethiopian language in writing and word.
  • Good analytic and synthesising skills.
    Sense for continuous quality improvement, solutions and cost effectiveness.
  • Excellent communication skills and ability to work in changing environments, independently, unsupervised and as part of a multicultural and international team.
