Getting an Undergraduate Scholarship

I have just finished my secondary education and would like to take a course in Computer Science or Computer Programming. My grades are lower than required to be sponsored by the government hence have no access to a public university.

I want to secure a scholarship and know how to go about the whole process. I am willing to take the course anywhere in the world. Kindly help.
