The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises.

The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality.

The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

GRC is currently seeking a Head of Office and WASH Project Delegate (m/f/d) to continue the close cooperation with our partner, the South Sudan Red Cross (SSRC), and to take responsibility for the implementation of an emergency response project on WASH and organisational readiness.

The project is focusing on providing integrated emergency WASH and Health services to vulnerable communities in Maridi and Ibba County. Besides managing the project, as Head of Office you will be responsible for the overall coordination of GRC activities in South Sudan, manage the GRC office and staff (three international delegates) and coordinate the cooperation with SSRC as well as other movement partners.

GRC has re-opened an office in South Sudan in 2020 and is currently supporting SSRC with currently three projects focusing on WASH, FSL and DRR.

Starting date: 01.04.2023

Duration: 12 months (with possibility of extension)

Location: Juba, South Sudan (with regular travel to project regions)

Main duties & responsibilities:

Representation, Partnership and Strategy:

  • Continue the close cooperation between SSRC and GRC, and further develop the GRC Country Strategy and profile accordingly;

  • Represent GRC at country level and maintain close cooperation within the RC/RC Movement, the German Embassy, and other relevant stakeholders;

  • Assess and monitor the humanitarian situation and social-political developments in the country and identify donor calls and funding opportunities.

  • Support the preparation of concept notes and project proposals in line with the GRC country strategy.

    Office Management:

  • Overall responsibility of the GRC country office, including finance, HR, inventories, fixed and financial assets and other resources following GRC guidelines and procedures;

  • Overall responsibility for security management, supervision of GRC delegates in security-related issues and follow security-relevant developments in the country;

  • Provide technical support to SSRC and GRC delegates in project implementation;

  • Manage and supervise the GRC team in country and contribute to a conducive work environment.

    Project Management:

  • Ensure implementation of the above-described WASH project in close collaboration with the
    SSRC project team;

  • Ensure accurate project budgeting, financial management and expenditure tracking according to GRC and donor regulations as well narrative and financial reporting and project monitoring;

  • Frequent travels to project areas in Western Equatoria and other project locations.

    Required Competencies & Skills:

    Project Management and Technical skills

  • Minimum of 5 years field based professional experience in implementation and coordination of emergency aid activities and development programmes, ideally in the region;

  • Hands on experience in designing and implementing WASH projects is essential;

  • Solid experience in finance management and prudent stewardship of project budget, including reporting;

  • Strong project management skills, particularly PCM and participatory methods;

    Office Management

  • Experience in managing an office as well as experience in security management (minimum 5 years working experience);

  • Experience in managing a team of expatriate and local staff;

  • Experience in training local staff and community volunteers

    Partnership, Networking and Personal skills

  • Proven experience in working with local partners in humanitarian/development contexts; Red cross / Red Crescent experience is a strong asset;

  • Willingness to travel to and work in remote areas essential. Experience in living and working in volatile and conflict-affected environments is an asset;

  • Oral and written fluency in English; knowledge of German and Arabic would be an asset;

  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;

  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions';

  • Valid Driving Licence.
