;Genesis Analytics PFM Consultant Jobs in Kenya ;We are seeking a highly experienced and motivated PFM Consultant to join our dynamic team. The ideal candidate will possess a deep understanding of development economics and public finance management (PFM), coupled with proven experience working with African Ministries of Finance or major donor organizations.


Key Responsibilities

  • Conduct rigorous quantitative analysis on macro‑economic trends and public finance issues.

  • Prepare high‑quality, policy‑relevant briefs and presentations for senior government officials.

  • Lead design of reforms across the budget cycle, including MTEF, expenditure chain, DRM, fiscal decentralization, innovative financing, budget tagging, and transparency.

  • Act as advisor and interlocutor with senior government counterparts and donor representatives (World Bank, AfDB, EU).

  • Identify opportunities and lead preparation of competitive technical and financial proposals.

  • Co‑design technical assistance programs with international partners.

  • Design and facilitate advanced training packages for government and donor staff.

  • Co‑develop the structure, team, and project pipeline for the PFM service line.

  • Manage complex workstreams and small teams, translating financial data into compelling narratives.


    Requirements

  • Minimum 5 years’ professional experience in Public Finance Management or Development Economics.

  • Experience with international organizations or public‑sector consulting with Ministries of
    Finance.

  • Deep understanding of macroeconomic outlooks, political economy of reforms, PEFA/PIMA/TADAT diagnostics, and treasury systems.

  • Proven track record working with African governments, consulting firms, or donor organizations.

  • Ability to explain complex fiscal concepts clearly to non‑specialists.

  • Master’s degree (or higher) in Economics, Development Economics, Public Finance, or related field.

  • Professional fluency in English; French is an advantage.

  • Strong analytical writing, communication, negotiation, and presentation skills.

  • Experience designing and delivering training/mentoring for government officials or technical staff.

  • Advanced quantitative and qualitative research skills.

  • Proficiency in statistical/econometric software (Stata, EViews, R) and economic modeling.
