Job Description

Purpose of the Job/Job Mission

The Site Quality Engineer is responsible for the quality of workmanship, quality documentation, and supporting on time delivery of related mechanical/electrical installation works.

He needs to ensure that all works are executed as per field quality working plans and relevant records are maintained at site.
Responsibilities and Accountability

Operational

Reporting any significant problems that are not being corrected in such a way as to prevent a repetition of the problem to the managers of the Site Installation Departments and the Quality managers of the project-leading unit.

Ensuring the Feedback of Experience (FoE) to the Quality managers of the project-leading unit, by means of a comprehensive report including proposed corrective actions to improve the products and processes.

Setting up and over viewing the inspections, turnover (internal & external) and collation of all outstanding works on the punch list, including the provision of regular status reports.

Providing training and consultation for Site Installation and , when applicable, Sub-contractor employees in questions involved with Quality

Managerial (Budget / Administration / People)

Directing and supporting the site staff and the sub-contractors on all Quality issues.

Ensuring that the Non-conformance System is applied according to the Non-conformance Management (NCM) rules

Functional/transverse (optional)

Provide structure feedback with experiences and lessons learned in the duration and closure of the site.

Specific Functional/Technical authority (besides DoA):

Access to all meetings, documentation and information needed to execute defined tasks and responsibilities.

Interrupt any Site Activities if necessary Quality/EHS requirements are not fulfilled.

Right to request Site Quality Audits, within the frame of the Contract.

Right and obligation to Challenge Project Management decisions when these decisions conflict product quality at site.

Measurement / Key Performance Indicators

Site related NCRs tracking solution.

Audits action list follow up.

On time data book preparation

Coordination with Contractor & Satisfaction of client

Further Objectives, Targets and Performance Measurements are defined on a yearly basis.

Job Requirements

Mandatory:

Diploma in technical.

Fluent in written and spoken English

Note: according to region equivalent qualification are acceptable
Office software (Word, Excel, Power point)Experience of quality management in power plant installation works

Desirable:

University degree in technical
EN 473 (qualification and certification of NDT personnel general principals)

Optional: For sites with high critical

welding works: EN 287-1 (Approval Testing of Welders for Fusion Welding: Steels)
EN ISO 15614-1 (formerly EN288-3) (Specification and qualification of welding procedures for metallic materials - Welding procedure test - Part 1: Arc and gas welding of and arc welding of nickel and nickel alloys) And / or
ASNT-TC-1A (Recommended Practice, Personnel Qualification and Certification in Non-Destructive Testing)

Problem solving skills

Knowledge of Alstom’s products

Knowledge of regional/ international standards.

Experience in conducting Internal audits

Functional/Technical, Operational, Managerial and Leadership Know How

Functional Know-How –from GE Standard
