The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH is owned by the Federal Republic of Germany with operations in many countries around the world, including Uganda.

GIZ implements commissions for the German government and other national and international, public and private sector clients within the framework of the international cooperation between the Federal Republic of Germany and the Government of Uganda.

Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) The Energy Programme is implemented on behalf of the Government of Uganda, the German Federal Ministry for Economic Cooperation and Development (BMZ), the BMZ’s German Climate Technology Fund (DKTI), the Dutch-German-Norwegian-British-Swiss- Swedish Partnership “Energising Development” (EnDev), the German Federal Ministry for the Environment, Nature Conservation, Construction and Nuclear Safety (BMUB) and the European Union.

A total of five Technical Cooperation projects are implemented under the Energy Programme: PREEEP itself, the Pro-Mini-Grids Project, EnDev Uganda, a Climate Change Project and recently a new project titled Community Clean Energy Uganda was launched PREEEP is implemented by GIZ and the Ministry of Energy and Mineral Development (MEMD) and aims at improving the framework conditions for access to clean energy in rural and peri-urban areas.

Areas of Responsibility

  • Organizational development of CSOs, e.g. on topics like strategic planning, monitoring and evaluation, income diversification, CSO management and membership orientation.
    Advising CSOs and district authorities (DAs) in Kabale and surrounding districts on how to improve participation of CSOs in policy processes.
  • Enabling CSOs to participate in the policy dialogue, represent the interests of their members and to fulfill their role as independent actors more effectively.
  • Planning, implementation, monitoring and reporting of activities in Kabale and surrounding areas in line with the mandate of the programme.
  • Representation of the programme together with the line manager in close cooperation with all relevant actors active in the field and the region.

    Specific tasks include, but are not limited to;

    Specific Tasks

    Strategic conceptual work

  • Support a strategic alignment of the Programme’s engagement in the South-West of Uganda.
  • Establish partnerships with CSOs and CSO platforms and identify potential areas of cooperation.
  • Establish partnerships with District Local Government officials and identify potential areas of cooperation.
  • Identify entry points for CSOs’ participation in domestic policy processes and Local Government service delivery processes.
  • Cooperate closely with the Technical Advisors/ Development Advisors in the South-West of Uganda and if required the advisors in the other decentralized offices and respective GIZ Programmes to implement the portfolio wide approach.

    Operational work

  • Map the CSO landscape and stakeholders in Kabale and surrounding districts.
  • Provide technical support to the development and implementation of Change Projects with partners from CSOs and local governments.
  • Provide technical advice in organizational development, capacity development and meaningful participation of civil society organizations.
  • Provide technical advice to DAs and CSOs in the practice-oriented design of consultation and dialogue processes between state and civil society.
  • Support selected CSOs in strengthening their networking, creation of platforms and fora for exchange and initiate processes as well as mechanisms for consultation.
  • Provide technical advice on mainstreaming of cross-cutting issues including Gender and women
    empowerment.

    Communication

  • Ensure a regular, transparent and pro-active communication between the Kabale and Kampala based team.
  • Ensure an open, timely and smooth communication with programme partners and respective GIZ partner programmes.
  • Support the internal and external representation of the programme in coordination with the PR advisor of the programme and the line management.
  • Provide input to and develop ideas for communication materials and forward to the PR advisor of the programme.
  • Ensure visual documentation of activities.

    Administration and Reporting

  • Support the reporting according to EU standards.
  • Active participation in the monitoring of the programme and exchanging experiences and lessons learnt with other colleagues.
  • Management of the office’s petty cash box.
  • Handling smaller procurements and transport refunds for partners.
  • Take over other small administrative tasks for a smooth implementation of the programme.
  • Plan and organise regular travels to Kampala.

    Qualification
  • University Degree in a relevant field, preferably in Law, Political Science, Social Science or Development Studies.
  • Driving license class B and willingness to regularly conduct multi-day duty trips.

    Professional experience
  • Minimum 3 years professional experience in organisational development and civil society participation.
  • Minimum 3 years working experience with civil society organizations and governmental institutions.
  • Experienced and/or being able to work in an intercultural team.
  • Experience in qualitative and quantitative research, data collection and data analysis.
  • Experience in the design and steering of change processes.
  • Experience in the design and facilitation of workshops and trainings.
  • Very good knowledge of English, knowledge of Lukiga or Lunyankole is an added value.
  • Excellent people skills and ability to negotiate between different stakeholder groups.
  • Excellent working knowledge of Microsoft Word, Outlook, Excel and PowerPoint.
  • Professional experience in results-oriented project planning, monitoring and evaluation.
  • Self-drive, creativity, and problem-solving capacity are required.
  • Able to work independent, responsible and target oriented in a remotely managed position.
  • Advanced knowledge of gender integration and mainstreaming strategies in the local context.
