Overall, Job Purpose

The Senior Manager, Talent, is responsible for providing core HR services to FSD Africa’s staff (including staff consultants) and thereby help to maximize the impact of a highly talented and knowledgeable workforce.

Whilst FSD Africa is headquartered in Kenya, many staff work remotely. The Senior Manager, Talent partners with line management to recruit and develop their teams, manages the development and implementation of talent management systems, and oversees the provision of value-adding HR services and administrative support.

Key Responsibilities and Role Requirements

Strategy & Planning

  • Support the Director HR & Talent Management to develop a comprehensive talent management strategy that will enhance attraction, motivation, performance, and retention of staff whilst ensuring that the organisation is provided with the critical talent required for success:

  • Keep abreast of emerging issues in the field of individual and organisational performance enhancement (talent management, HR Management, learning & development, occupational psychology)

  • Participate in, and help manage, HR needs analysis as part of FSD Africa’s strategic and annual planning cycles:

  • Liaise with Senior Managers to understand their HR needs (recruiting, outsourcing, capacity building, performance management etc)

  • Apply organization development principles to develop strategies or recommendations for meeting needs; support senior management decision-making.

  • Administer diagnostics, analyse data, and track key HR metrics to assess the quality of people management practice; identify opportunities for improvement and provide practical recommendations to management.

  • Participate in the development of the overall talent management strategy for FSD Africa; lead the development of detailed implementation plans for delegated sections of the strategy.

  • Lead the implementation of the People and culture lead strategies such as Purpose and Values, Equity, Diversity, and Inclusion strategies in coordination with the Director HR, EDI Committee and Champions and ensure deliver of the key performance metrics.

    Systems Development & Administration

  • Ensure delivery of key Talent Management functions in line with policy and good practice; coordinating a schedule of activities and routines to ensure timely and effective service:

  • Implement mechanisms designed to support succession planning and career development:

  • Support managers and employees to carry out the career plans and reviews. Facilitate education and awareness on programmes and compiles results to provide an overall picture of staff ambitions, competency gaps and career prospects for employees.

  • Lead career planning discussions for FSD Africa help to manage staff movements.

  • Maintain a central database of roles and requirements that can be used by individuals and managers in mentorship, excellence pathways and career planning (includes programme design, documenting and sharing career pathways and internal vacancies

  • Manage recruitments according to good practice, aiming to attract and recruit candidates who go on to give a good performance in the role and meeting the EDI metrics.

  • Develop and support implementation of an effective performance review and feedback process (with qualitative & quantitative measures); ensuring that both the programme and process, and the way in which it is implemented by management, results in increased staff motivation and continuous improvement.

  • Work with the Assistant Manager, HR in the development and implementation of an employee wellbeing strategy, including administering employee benefits appropriately.

  • Liaise with the insurance provider to manage staff insurances; ensuring that policies are renewed on time, that staff are guided in how to meet the requirements of the scheme and that all necessary administration is carried out

  • Lead on development and implementation of mechanisms to support employee wellbeing, consultation, and feedback

    Talent Management Advisory

  • Provide support and advice to both staff and management on HR matters; always representing FSD positively and seeking to effectively resolve any conflicts & grievances according to good practice:

  • Work together with the Director Talent to develop an empowering organization climate through varied People / Culture initiatives that will lead to the engagement and motivation of staff; be a champion of FSD's values to the wider organization.

  • Ensure effective internal communications to both staff and management, so that they are fully equipped to engage with key Talent Management activities.

  • Ensure the provision of briefings, guidance, training, and other capacity-building interventions to support
    management in utilising the performance management framework effectively.

  • Provide user support for HRIS systems and processes.

  • Proactively manage situations where members of staff are in difficulty or distress, including occasions when disciplinary measures must be taken; always behaving in a professional manner in compliance with FSD Africa’s policies and relevant employment law.

    Risk & Compliance Management

  • Ensure that potential risks associated with the organization’s employment of staff are identified & mitigated, including safeguarding strategies, data protection and compliance with relevant HR legislation:

  • Ensure full understanding of HR-related risks and the risk management protocols that need to be in place; support the Director Talent in development and updating of policies and procedures.

  • Manage the employee HR records; ensuring that all required information is on file, retained for the statutory time and disposed of thereafter, in compliance with data management policies.

  • Work with the Safeguarding Officers, and Director HR & Talent to develop and provide training on legal and compliance issues to staff at all levels, including safeguarding, equality & inclusion, anti-discrimination, and other trainings mandated by policy.

  • Prepare for and support audits; ensure that any corrective actions relating to HR management are closed out in a timely manner.

  • Lead the Occupational Health and Safety Policy and operationalize the workplan with the OSH Committee, working collaboratively with the Director Talent to ensure that staff safety and security statutory protocols are in place and utilised and all risk mitigated.

  • Manage function specific budget and ensure prudent application to align with budget principles and the spirit of the HR policies and procedures.

    Team leadership

  • Lead the team of staff and consultants in a manner that empowers them to add value to the organisation and deliver high standards of performance:

  • Ensure the team is resourced with the expertise necessary to deliver on strategy implementation through a combination of recruitment and management of staff.

  • Ensure that each team member is provided with clarity concerning goals and expectations of their personal role in achieving results, standards, and behaviour through the Performance Contracts and Job Descriptions

  • Monitor and review performance and hold both staff and consultants accountable for achieving results, meeting standards of excellence, taking decisive action in the case of poor performance.

  • Ensure delivery of an engaging leadership style that motivates team members and results in high performance.

  • Carry out any other duties or special assignments as assigned by the Management

    Qualifications and Education

  • Master’s degree and 9 years of experience or bachelor’s degree and 11 years of experience as an HR generalist with at least 2 years at a management or supervisory level

  • Either a degree in Human Resource Management or accreditation from a recognised certificating body (e.g., CIPD or equivalent).

  • Professional association membership in country of residence is desirable.

  • Excellent skills in written and spoken English.

    Essential Experience, Knowledge, and Skills

  • Excellent knowledge of talent management good practice with a track record of leading practical implementation

  • High attention to detail and follow-through with superior communication, writing, and presentation skills

  • Effective relationship-builder at all levels of an organization; ability to guide and influence management and staff and external stakeholders.

  • Demonstrated track record of rigorous project management skills and achievement of results.

  • Track record of acting with high levels of professionalism, discretion, and discernment; committed to upholding principles of equity, inclusion, and confidentiality.


    Desirable

  • Experience of working in a multi-cultural environment

  • Demonstrable experience leading a team and managing projects.

  • Previous experience of working in FCDO-funded projects

  • Languages: French, local African language
