Frontier Counties Development Council Monitoring and Evaluation Assistant – Digital Learning Programme Jobs in Kenya; The Monitoring and Evaluation Assistant will support the planning, implementation, tracking, reporting, and learning processes of the Digital Learning Programme.
Job SpecificationsA. Monitoring and Evaluation Framework Support the development and implementation of the programme Monitoring and Evaluation (M&E) framework
Develop and manage data collection systems and tools for tracking programme indicators and performance
Support the establishment of systems for data collection, storage, analysis, and reporting
B. Data Management and Analysis
Collect, compile, clean, and analyse programme data to measure progress, outcomes, and impact
Maintain accurate and up-to-date programme databases and records
Conduct routine data quality checks to ensure accuracy, consistency, and reliability of information
Support management of the programme knowledge management and data repository systems
C. Reporting and Documentation
Prepare periodic M&E reports, programme updates, impact summaries, and case studies
Document lessons learnt, best practices, success stories, and programme achievements
Ensure all M&E records and supporting documents are properly organised, stored, and accessible
D. Capacity Building and Learning
Support training and mentorship of programme staff and partners on M&E tools, reporting processes, and data management
Build the capacity of local stakeholders to effectively participate in monitoring and evaluation activities
Promote a culture of learning, accountability, and continuous improvement within the programme
E. Stakeholder Engagement
Work closely with programme teams, government departments, schools, and partners to ensure coordination of M&E activities
Present findings and programme performance updates to internal and external stakeholders to support informed decision-making
Facilitate learning forums, meetings, and workshops for sharing programme findings and feedback
Key Deliverables
A functional and comprehensive M&E framework and reporting tools
Regular programme monitoring reports, impact assessments, and data summaries
Accurate and updated programme databases and data management systems
Well-documented lessons learnt,
success stories, and best practices
Capacity-building sessions and training materials for programme staff and stakeholders
Qualification
Bachelor’s Degree in Monitoring and Evaluation, Statistics, Economics, Social Sciences, Development Studies, or a related field
Required Skills and Competencies
Strong analytical skills with the ability to interpret both qualitative and quantitative data
Good research and evaluation skills, including development of methodologies and data collection tools
Knowledge of statistical and data analysis software such as SPSS and other data management applications
Strong report writing and presentation skills
Excellent communication and interpersonal skills
Good planning and organisational skills with the ability to manage multiple assignments and meet deadlines
Experience
At least three (3) years’ experience in monitoring and evaluation, research, or programme management
Experience working in development, education, governance, or conflict-sensitive programming environments
Familiarity with donor reporting requirements, particularly for UN Agencies, USAID, EU-funded programmes, or similar development partners, will be an added advantage
Certification
Professional training or certification in Monitoring and Evaluation from a recognised institution will be an added advantage
Technical Knowledge
Programme evaluation approaches including logical frameworks, results frameworks, and theories of change
Database management systems and data visualisation tools
Knowledge management and digital reporting systems

Strong problem-solving and critical thinking skills
Ability to work independently and within multidisciplinary teams
Strong interpersonal and relationship management skills
Willingness to travel frequently to programme implementation areas
