Dialogue Initiative for Ethiopian Youth on

Governance, Democracy & Peace

Introduction

The Forum of Federations is an international learning organization, based in Canada, working on federal and devolved governance across the globe.

The Forum has been legally established in Ethiopia since 2008 as an international organization registered under the Ministry of Foreign Affairs.

Strengthening Federal Governance and Pluralism in Ethiopia is a five-year project funded by Global Affairs Canada (GAC) being implemented by the Forum of Federations in close cooperation with various Ethiopian partners led by the House of Federation.

The project’s ultimate outcome is to contribute to a strengthened and more responsive federal system for Ethiopian men and women.

One of the project’s initiatives is to increase the capacity of youth leaders to facilitate open, inclusive dialogue and engagement by the nation’s youth on key issues of governance, democracy and peace in the country under the suddenly more open but tumultuous political environment, and how these issues relate to their constitutional rights and gender equality.

The initiative expects to work with strategic partners in Ethiopia to develop, design and pilot a youth dialogue program on issues of governance, democracy and peace from youth and young leaders’ perspectives.

This will include design of the content/issues, training youth leaders on their prioritized issues as well as dialogue skills, and piloting the model with different groups of youth leaders.

Objective of Initiative:
The overall objective of this initiative is to strengthen Ethiopian youth’s understanding and effective engagement on major issues facing the country, thereby contributing to a more pluralist and inclusive political environment, gender equality and sustainable peace.

Scope of Assignment:

Working in close collaboration with Forum staff, qualified consultant(s) are sought to complete the following steps in design and delivery of this initiative:

Tasks Stage 1:

Conduct a thorough scanning of ongoing or planned initiatives directly or indirectly related to youth dialogue on governance, democracy and peace initiatives in the country, including but not limited to those of government offices, national and international NGOs, political parties, networks, professional associations and the like.

The purpose is to ascertain niche needs for the Forum’s initiative in Ethiopia and/or maximize synergies with other important initiatives in Ethiopia (e.g., elections).

Produce a comprehensive stakeholder analysis (as per template mutually agreed with Forum) aimed at identifying,
among other elements, priority sub-groups of Ethiopian youth leaders that can help achieve greatest impact on our objective, potential partners with expertise in co-delivery of Forum’s planned youth dialogue initiative and potential partners working closely with prioritized sub-groups of youth leaders.

Design and conduct brief data collection (KFIs, FGDs) to guide topics and other design features of the initiative.
Review above results with Forum and agree to details for next steps.

Tasks Stage 2:

Propose a preliminary summary plan of the initiative, including but not limited to:

  • Target groups of youth leaders
    Partnerships – roles of different actors
    Content issues (e.g., priority sub-topics of governance, democracy and peace for Ethiopian youth) based on analysis of opportunities and issues from governance and conflict management-dialogue process perspectives.
  • Dialogue methodologies
  • TOT curriculum outline
  • M&E approaches
  • Rollout/implementation to beneficiaries (specific youth target groups)
  • Lead a design workshop with identified partner(s) and select youth leaders to validate and detail the plan in terms of content, dialogue methodologies

    Tasks Stage 3: This will entail rollout of the results of the above and will be subject to future negotiations.

    Job Requirements

    Qualifications of Consultant(s): The individual or small team should demonstrate the following qualifications.

  • Relevant education or professional qualification related to analysis, design and delivery of conflict-dialogue methodologies and initiatives. This should include deep and practical understanding of the relationship between governance and deep-rooted conflict in general and in Ethiopia in particular.
  • Experience in assessing, developing and implementing training/capacity/skill building programs related to conflict management/dialogue.
  • Relevant professional or post-graduate qualification in governance, conflict-peace studies, law, development studies or other related discipline.
  • Strong general understanding on Ethiopian constitution and current governance-political context.
  • Strong understanding and commitment to gender equality in analysis, design and implementation of such programs.
