Job Position

  • Project Officers-Community- Led Total Sanitation (CLTS) – (3)- 02 Pader office and 1 Kitgum office)

    Project activities Summary Description

  • The Project officers Community –Led Total Sanitation (CLTS) will be responsible to implement a project “Community –Led water, sanitation and hygiene Improvement project (CL- WASHI) at scale. Below are the project roles activities

    Project Officers – CLTS – Job Activities Description

    Phase 1: Start up.


    • Carry out risk analysis in villages using PESTEL4 specific to CLTS tool and devise ways to deliver results; resulting into work plan and draft implementation strategy.

    • Carry out household baseline surveys to map sanitation and hygiene status on the sanitation ladder using ONA tool.

    • Joint planning meeting with Sub-county, including constitute trigger teams, towards realization of the USHA results in all the target communities.

    • Conduct stakeholder meetings with sub county authority involving parish level teams and other actors to present the project philosophy and roles of stakeholders

    Phase 2: Pre-triggering

    • Conduct community and leadership mobilization for the CLTS trigger sessions.

    • Recruit community champions to facilitate accelerated implementation and achievement of desired project outputs.

    • Carry out a pre trigger meeting in communities.

    Phase 3: Triggering

    • Organize and facilitate triggering sessions with at least 70% village representation to include women, men, youth and children.

    • Capture triggering session using the ONA tool and facilitate community to develop three months ODF

    • Compile a village specific CLTS triggering report (highlighting village baseline status, OD Maps, the trigger moment) etc.

    Phase 4: Post triggering

    • Identify, Coach and train sanitation committees MANDONA champion on participatory monitoring and follow up MANDONA.

    • Carry out support supervision together with Community Champions and Sanitation Committees to accelerate and track sanitation progress and Link the demand for SATO products to the trained masons (in some pockets) and regional value chain actors.

    • Updating the dashboard with household follow up progress through the project phase and Supervising, monitoring and tracking installation of sanitation and hygiene products and services in the community and provide regular updates to district partners through the District Water and Sanitation Coordination Committees (DWSCC).

    • Planning and organizing exchange and learning visits within and outside the community based on learning needs and Co-facilitate events (aligned to the national calendar) to promote sanitation and hygiene

    • Engaging the local government through existing platforms, e.g. at the district, Sub-County, parish and village level. On issues related to sanitation and hygiene prioritization; including planning for radio talk shows.

    • Document best practices, lessons learnt, community innovations, stories through written or photographic presentations and share during learning event.

    Phase 5: Sustainability

    • ODF verification and sustainability support

    • Constitute and train ODF verification committees.

    • Develop ODF verification plan with the local monitoring teams.

    • Carry out ODF verification in villages that have declared themselves ODF.

    • Monitor the Post ODF sustainability plans for up to six months.

    Dimension of Role:

  • To contribute to project principal objective of improving Community Led Total Sanitation and Wash in schools through improving access from Open Defecation to Open Defecation free- ODF, behaviour change and hygiene promotion, and impacting good behaviour change in hygiene practices in project jurisdictions.

  • To supervise project beneficiaries’ structure, community base volunteer with a view of improving accessibility ODF, and enhancing hygiene and sanitation practices in the project area. .

    Key Roles/Responsibilities:

    • Oversee and manage the Community Led Total Sanitation and Wash in schools Project as per donor guidelines and FOKAPAWA Guideline/policy

    • Develop project work plan, activity plan, monitoring plan, and others related activities plan as per project and organization standards.

    • Coordinate community mobilization and sensitization of community on Water, sanitation and Hygiene promotion activities under the project.

    • Identify, register the
    beneficiaries at household level for both OD and ODF villages

    • Work closely with Mansons who trained under the project to support collaboration with households as they improve on their ODF status.

    • Follow up, inspect and ensure project material are delivered as per specified measurements at field level in timely way, and make follow with your supervisor those not delivered as per requisition.

    • Under take training of community hygiene promoters and community volunteers.

    • Liaise with beneficiary, community and local authorities in the selection of beneficiaries as per requirement of the project design

    • Represent the organization and actively participate in Local Government WASH Cluster meetings, Planning and coordination meetings.

    • Prepare project documentation including Activity, monthly, bia annual and annual project reports on implementation, intermediate and final narrative reports as per donor requirements and sending them to project coordinator and other relevant team members for review/further action within set deadlines.

    • Ensure smooth and quality implementation of hygiene promotion activities e.g., community mobilization and sensitization, hand washing facilities and hygiene kits distribution.

    • Support the identification, training and mobilization of community-based structures such as Water user groups/Water Management Committees, school management committee, Parent teacher Association, Sanitation committee and enable them to effectively undertake confidently community engagement processes, hygiene promotion outreach and mobilization activities in IDPs settlements and host communities.

    • Recruit, train, and manage Sanitation committee and community-based incentive workers.

    • Liaison with FOKAPAWA Accountant in tracking project expenditure, reviewing financial reports, and addressing queries related to expenditure in timely manager.

    • Contribute to monthly reports for WASH cluster attention.

    • Required to perform any other duties as may be allocated by the FOKAPAWA

    • Ensure that any FOKAPAWA’s properties under your custody are properly kept and documented

    • Do not leave duty without notifying authorities concerned

    Skills and Competent:

    • Fluency in English, both written and spoken.

    • Able to communicate fluently effectively both verbally and in writing.

    • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.

    • Capable of working both individually and as part of a team.
    • Must be able to create a supportive working relationship among all project teams.

    Job and Person Specification (Requirements)

    • Degree/ Diploma in Development Studies, Social Work and Social Administration, Rural development, certificate/diploma in Environmental Health sciences, Adult and continue education or its equivalent is added advantage.

    • At least 3 years’ experience working in community-based project/Program

    • Fluency in English both written and spoken

    • Fluency in local language (Acholi- Luo or Langi) is a MUST

    • Computer skills (word, excel, internet etc)

    • A valid ridding permit

    • Photocopying of National ID card
