Organizational Setting

  • Through its Country Offices, or FAO Representations, FAO assists governments to
    develop policies, programmes and projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural, fisheries and forestry sectors.

  • The activities of the FAO Country Offices include design and implementation of country-tailored field programmes, liaison with local donor representatives, and active public awareness raising and outreach activities related to FAO initiatives such as the World Food Day.

  • The FAO Representation in Kenya wishes to recruit an Assistant Programme Officer to be based in Nairobi.

    Main Purpose

  • The Assistant Programme Officer will be responsible for the coordination of specialized and complex processes and activities in support of the delivery of the work programme, planning and budgeting activities.

  • He/she will provide procedural guidance to the managers and staff in the programme.

    Supervision Received/Exercised

  • The Assistant Programme Officer will work under the general supervision of the EA ECTAD Regional Manager.

  • The incumbent will operate independently and takes decisions on work priorities.

  • Supervision received is focused on the
    quality of work outputs.

  • He/ she will provide guidance and advice to
    other programme support staff.

    Working Relationships

  • The Assistant Programme Officer will work closely with a wide range of colleagues in the region and in FAO Kenya with client departments/offices, ensuring the consistency and quality of programme/ project support services provided by the
    programme.

    Key Functions/Results

  • Provide operational development, management and coordination Support to the ECTAD programme in
    Eastern Africa.

  • Coordinate, and provide day-to-day operational support to ECTAD programme activities in Eastern Africa.

  • Assist the Regional Manager, in liaison with technical officers, in operating thematic activities linked to the overall ECTAD programme including facilitating and participating in the planning exercises for thematic activities.

  • Ensure timely procurement of services and materials required for implementation of the ECTAD programme.

  • Monitor the implementation of efficient financial flow mechanisms and in ensuring timely availability of resources for the smooth implementation of project activities, including preparation and submission of Field Budget Authorizations (FBAs) and initiation of timely action for FBA revisions and amendments.

  • Oversee work plan and budget delivery monitoring of ECTAD-implemented projects.

  • Maintain coordination and communication with respective Country, Regional and HQ Administrative units for timely programme implementation.

  • Assist in coordinating timely preparation of
    programme progress reports.

  • Perform other functions as required.



  • The incumbent’s work will impact directly on the smooth operations and performance of the division's programme/ project activities. He/she will play a lead role in the provision of programme support services for successful
    achievement of the organizational unit’s mandate

    Minimum requirements-candidates will be assessed against the following Education

  • Relevant University Degree in Economics, Social Science, Business Administration or other related field

    Experience

  • 7 years of relevant experience in the provision of programme/projects support service

  • Knowledge of the UN/FAO system and experience in ECTAD projects is an asset

    Languages

  • Working knowledge (Level C) of English
    IT Skills

  • Good knowledge of the MS Office applications, Internet and office technology equipment
