Flexi-Personnel Assistant Legal Advisor (Legal Programs Coordinator Jobs in Kenya;The Assistant Legal Advisor (ALA) will support HTI’s initiatives within Kenya’s criminal justice system by working closely with the ODPP, DCI, the C‑TIP Secretariat, and non‑governmental organizations. The role focuses on implementing HTI’s goals, coordinating with stakeholders, and advancing anti‑trafficking efforts.


Key Roles & Responsibilities

Legal and Policy Guidance

  • Provide clear, accurate advice on Kenyan statutory, regulatory, and customary law relevant to program activities.

  • Interpret legislative and policy developments and translate them into actionable guidance.

  • Monitor legal and policy changes and provide timely updates to leadership.

  • Maintain knowledge of customary practices and evolving community norms.

    Program and Capacity Building Support

  • Contribute to training material development aligned with Kenyan legal standards.

  • Provide legal context and case examples during training design and delivery.

  • Conduct program reviews and provide ongoing support to ensure HTI’s objectives.

  • Engage in program design, strategic planning, and assessments.

  • Collaborate with global teams and evaluators on prevalence studies and evaluations.

    Partnership and Stakeholder Coordination

  • Facilitate coordination among stakeholders and arrange complex meetings.

  • Support relationship building with government and non‑government partners.

  • Develop and maintain partnerships to strengthen data collection and impact measurement.

  • Represent HTI at technical meetings, workshops, and events.

    Research & Resources

  • Conduct legal research on human trafficking prosecutions and criminal justice processes.

  • Monitor statutory changes impacting TIP and advocate accordingly.

  • Research legal, political, social, and economic developments relating to TIP.

  • Provide inputs for HTI’s reporting cycles and new proposals.

  • Collect and organize TIP resources and guides from partners.

    Data

  • Support nationwide TIP data collection coordination.

  • Monitor case progression through the criminal justice pipeline.

  • Assist in developing data quality assurance plans and reporting tools.

  • Maintain confidentiality of sensitive information.

    Educational Qualifications & Career Experience

  • Bachelor’s
    Degree in Law (LLB or equivalent).

  • Admission as Advocate of the High Court of Kenya.

  • Additional training in human trafficking, child exploitation, public policy, or governance preferred.

  • 5+ years’ experience with Kenyan legal frameworks.

  • Extensive experience in criminal justice system.

  • Experience with Counter‑Trafficking in Persons Act and Penal Code (Cap. 63).

  • Experience in policy analysis and operational guidance.

  • Substantial experience coordinating diverse stakeholders.

  • 2+ years’ experience in program development and capacity building preferred.

  • Familiarity with sustainability principles and institutional ownership.

  • Experience with international organizations and diverse cultures preferred.
