Financial Sector Deepening Uganda - RFP Consultancy on Longitudinal Study for Forcibly Displaced Persons

Financial Sector Deepening (FSD) Uganda would like to procure services of a consulting firm to be a Research and Learning Partner during a Longitudinal Study (Financial Diaries) for Forcibly Displaced People in Uganda.

Financial Sector Deepening Uganda (FSDU) is a not-for-profit company limited by guarantee and
working to promote financial inclusion in Uganda. Target beneficiaries for FSDU include: small
holder farmers, women, youth, and refugees as well as micro, small and medium enterprises
(MSMEs).

FSDU works through partnerships and facilitates both public and private sector
institutions to improve policy, laws and regulations that shape the financial sector and to develop relevant financial products respectively.

FSD Africa (FSDA) is a non-profit company which aims to increase prosperity, create jobs and
reduce poverty by bringing about a transformation in financial markets in Sub-Saharan Africa
(SSA) and in the economies they serve.

It provides know how and capital to champions of change whose ideas, influence and actions will make finance more useful to African businesses and
households.

It is funded by the UK aid from the UK Government. FSD Africa also provides
technical and operational support to a family of ten financial market development agencies or
‘FSDs’ across sub-Saharan Africa called the FSD Network.

FSDU and FSDA have partnered to support financial service providers within Uganda to provide financial services to refugee and host communities.

FSDU has sponsored several interventions,
including a round table with financial service providers (FSPs) at the end of 2017 to highlight the commercial and developmental opportunity of serving refugees, workshops in April 2018 on
mapping the refugee customer journey with six banks and one telecom, and in partnership with
FSDA hosted a residential design sprint in June 2018 in Kampala and Kyangwali refugee
settlements to showcase the refugee finance opportunity first-hand.

Six FSPs actively participated and prototyped products Towards the end of 2018, FSDU and FSDA ran an Innovation Competition where 32 financial
service providers (FSPs) applied, of which three (3) have been selected to pilot their ideas.

FSDU and FSDA will now offer technical assistance and grants to these 3 institutions to help them develop products and pilot them among refugees in different settlements in Uganda.

FSD Uganda and FSDA are seeking the services of a consulting firm for the role of research and
learning partner as part of the project. The consulting firm is expected to work with the 3
competition winners as they begin to pilot their products and services.

The firm will closely study the households that take up these products and services to better understand how these services
might change their lives compared to other financial services they have been using.

To ensure relevance of the pilots, the research and learning partner will:

  • Design the methodology and undertake a Financial Diaries study to understand the current
    usage of financial services by refugees in up to four selected settlements in Uganda
    (baseline) including the West Nile region.
  • The learning framework also needs to provide
    high level guidance on how insights obtained per research question, and as a whole, will
    be applied.
  • Provide ongoing analysis /insights of the impact of the pilots on refugees’ lives including
    using a comparison/control group.
  • It is envisaged that the financial diaries data collection, analysis and impact reporting would happen for no more than eighteen (18) months.
  • Other than the baseline and end line, up to 4 financial diaries data collections are envisaged.
  • The partner will advise on the sample size once they understand the locations and number of
    refugees targeted by the FSPs.
  • Provide structured feedback to the FSPs on the pilot implementation using the customer
    insights and data analysis from the financial diaries.
  • This feedback will offer advice on
    how the products, channels, agent engagement, marketing, etc. might be tweaked to
    improve their product usage and understanding and;
  • Where necessary, provide the technical assistance to the FSPs in terms of product/channel
    redesign, business modelling, UI/UX among others to improve uptake and usage by the
    refugee and host market.
  • In this way, FSDU and FSDA will document the project’s impact stories, publish its learnings and deliver relevant and timely technical assistance to the FSPs as necessary. As a new field in private sector development, there is a lot of country,
    regional and global interest to learn and share lessons.
  • The research and learning partner will be core to generating information that will be captured in
    infographics, PowerPoint, blogs and other materials to FSDA, FSDU, FSP partner institutions,
    UN agencies (UNHCR/WFP), agencies in the Ugandan government and other stakeholders.
  • The research and learning partner will hold periodic meetings with various stakeholders to provide new insights and findings as the study progresses.
  • The research and learning partner will work
    together with the communications teams of both FSDA and FSDU to produce and disseminate
    learning to key audiences.

    Scope of work:

    The scope of work will involve the following;

  • Attend meetings with FSDU, FSDA and the FSPs to better understand the details of their
    planned pilots.
  • In this regard, FSDU will provide a list of project contacts and all the
    project documentation prior to the meetings.
  • Develop a learning framework to cover key components – a Theory of Change, complete
    with assumptions, research questions, and indicators for routine project output
    monitoring.
  • The learning framework will also provide high level guidance on how insights obtained from the research will be applied.
  • Provide Technical Assistance (TA) where necessary to make these product/service
    improvements as necessary
  • Produce engaging learning documents to provide insights to government, donors and other stakeholders. This will cover communications assets that will be generated in conjunction with the FSDA and FSDU communication teams and will include, but not limited to, infographics, PowerPoint, blogs, reports, videos, pictorials etc.

    Methodology

    The methodology will involve the following;

  • Meetings with Project Managers at FSDU, FSDA and the specific FSPs and understanding the pilot project approaches, milestones, deliverables, locations etc.
  • The team will also meet frequently with the FSDU and FSDA monitoring and results
    measurement (MRM) and communications teams.
  • Developing of the tools for both the baseline, financial diaries studies and end line to
    ensure flexibility and responsiveness to both FSDs and the FSPs needs
  • Identifying respondent households for the studies
  • Identifying enumerators to collect raw data from the selected households and analyzing
    this data to provide information to be used by different stakeholders
  • Providing this information in different formats for consumption by different
    stakeholders through varied communication mediums (e.g. reports, infographics, blogs,
    videos etc.)
  • Additional but relevant approach that compliments the above that the Consultant deems
    suitable to arrive at the above deliverables.
  • The Consultant will discuss the methodology
    with FSDU and FSDA.

    Deliverables

    It is envisioned that the assignment should lead to at least 5 concrete deliverables; namely:

  • A baseline report;
  • At least four blogs and/or written reports on the learnings / analysis of the financial
    diaries data;
  • At least twelve (12) feedback reports to each of the FSPs (i.e. at least 4 reports per FSP);
  • Up to 3 technical assistance (TA) engagements across the FSPs;
  • Infographics and short videos (about 2 videos of 2-5 mins each) telling the story of the
    interventions to wider audiences and;
  • A full written report at the end of the engagement.
  • The FSDA and FSDU communication teams will provide guidelines for the different
    communication outputs.

    All information contained in this TOR is provided on a strictly confidential basis, solely for the use of bidders about a competition for the supply of services for the above assignment. It is a condition of this competition that bidders (and any sub-contractors) shall:

  • Take all reasonable measures to protect this confidentiality and avoid the unauthorized use,
    disclosure, publication, or dissemination of confidential information
  • Not use this information other than for the purposes of preparation of a proposal
  • Not disclose, publish or otherwise reveal any of the information contained herein except
    with specific prior written authorization of FSD Uganda
