    About Financial Sector Deepening Uganda (FSDU)

    Financial Sector Deepening Uganda (FSDU) is an independent not-for-profit company committed to
    promoting greater access to and usage of financial services in Uganda.

    FSD Uganda seeks to develop a
    more inclusive financial sector with a focus on low-income individuals (particularly women) and Micro,Small and Medium Enterprises (MSMEs).

    FSD Uganda works with both public and private sector players to develop sustainable improvements in the livelihoods of low-income individuals through reduced vulnerability to shocks, increased incomes and employment creation.

    We support innovation, conduct research, help promote and improve policy, laws and regulation that shape the financial sector in Uganda through targeted Technical Assistance (TA) and
    grants.

    FSD Uganda is funded by Department for International Development (DFID) UKaid and The Bill and Melinda Gates Foundation.

    We are part of a network of eight other financial inclusion organizations
    working in the Sub Saharan region of Africa.

    About this Role

    FSD Uganda is looking for a dynamic Director of programmes to provide strategic leadership and direction to the FSD Uganda programmes and lead of the team of technical specialists.

    The Director of programmes will be responsible for ensuring that the FSDU programmes achieve their intended objectives, resulting in a significant impact on financial markets development and financial inclusion for all in Uganda.

    He/she bears the ultimate responsibility of supporting, developing and ensuring well-coordinated pillars that deliver results in such a way as to maximise achievement of FSDU’s
    vision.

    Job Description and Key Results Areas

  • Strategy & Programme Design As a member of the Senior Management Team actively participate in the research, business development and
  • Provide technical guidance in the development of strategic plans, budgets and operational plans ensuring alignment of
    programme priorities
  • Work with Research Specialist to develop and implement a comprehensive research agenda for FSDU that will inform interventions implementation of strategic plans that will have an
    impact on the growth and inclusiveness of Uganda’s
    financial sector
  • Take the lead in ensuring the integration of Monitoring, Evaluation and Learning into the development and implementation of FSDU’s strategy
  • Lead development of Pillar Strategies and, in particular, crosspillar coordination and ensuring that the combined portfolio delivers against impact targets
  • Team Leadership
  • Provide leadership to the
  • Programmes team; empowering them to deliver
    against FSDU’s goals and objectives
  • For each project, ensure that an appropriate team of staff and consultants is constituted for effective delivery of results and that all are provided with clear expectations
  • Support resource planning, recruitment and capacity building of team members to enable them to give of their best e.g. by ensuring open and free communication, encouraging and
    praising good performance, induction, coaching, training,assisting staff to prevent or resolve problems, providing resources, tools and equipment
  • Monitor and review performance and, in particular, hold staff accountable for achieving results, meeting standards of excellence and delivering any improvement goals which have
    been identified; taking decisive action in the case of poor performance
  • Influencing & Facilitating
    Change
  • Actively participate in the
    development and implementation of a strategy
    for networking, advocacy & communications that will influence key stakeholders to support the achievement of FSDU’s strategic goals
  • Ensure that a comprehensive program of stakeholder engagement is planned and implemented; including building synergies and linkages at a strategic level
  • Participate in the development of the Influencing, Advocacy & Communications plan as led by the ED and Communications Specialist
  • Personally, deliver agreed aspects of the Plan accordingly at all times representing FSDU in accordance with brand guidelines and principles
  • In particular, support the Pillar Heads in thought leadership, including the development of publications and compelling business cases to influence change Project Management Lead the team in developing and implementing a portfolio of impactful projects that will collectively result in significant beneficial
    changes to Uganda’s Financial Sector and a positive impact on end
    beneficiaries
  • Source a pipeline of well thought through and robust programmatic interventions. Lead the team and stakeholders in developing and submitting project plans and proposals
  • Lead the team to identify resources and capacity gaps a cross pillars and coordinate the team's response so that Pillar Heads
    are working effectively together in a well-resourced environment
  • Oversee the implementation of Project Plans, ensuring that
    milestones are accomplished on time and to standard;
  • Critically analyze the quarterly reports to review performance, taking corrective action if deadlines or quality standards are
    missed
  • Review of programme/project reports before submission to Board, Investment Committee, and donors and ensure high reporting standards
  • Lead the technical team to identify the need for design sprints and coordinate the activity with communications & other team members
  • Programme Quality & Learning
  • Lead the team in the pursuit of innovation, learning and continuous improvement in
    programme quality and impact
  • Develop an organisation climate, and practical activities / routines, that will support the generation of creative ideas and systematic trial, improvement and scale-up of innovations
  • Ensure that regular learning reviews are carried out and lessons incorporated into both future design and current
    implementation
  • Ensure the implementation of policies, systems and tools that will ensure quality delivery, high impact and effective risk management
  • Funding & Financial
    Management
  • Ensure effective utilisation of the finances associated with the Programs Team; in compliance with FSDU’s policies and donor requirements
  • Support the Executive Director in identifying and responding to potential fundraising opportunities and developing
    relationships with donors
  • Manage programmatic budgets and take any necessary corrective actions; ensuring cost-effective utilisation of
    resources at all times
  • Support the process of gaining approval for funding proposals by reviewing proposals to ensure completeness and quality,
    providing technical support to the team in case of difficulties and answering any questions raised by the PIC
  • Liaising between the COO/Finance Team and Implementing partners and supporting the swift resolution of any difficulties (e.g. if funds have not been received or accountability requirements have not been met)
  • Any other activity as deemed necessary by the Executive Director

    Educational Qualifications
  • Master’s in a related area (e.g. Law, Economics, Public Policy, Finance, Business Administration) strongly preferred
  • A Bachelor’s degree from a reputable university

    Job related Experience
  • At least 10 years’ work experience, preferably at least 5 years in a senior role, managing and
    motivating cross functional teams.
  • A robust understanding of the technology and financial sectors (including experience in and
    demonstrable understanding of digital financial services)
  • Demonstrable understanding / experience of programmatic design and execution
  • Demonstrated problem solving and analytical skills
  • Exceptional communication and writing skills
  • Track record of accomplishments in previous roles
  • Experience engaging with high level representatives of private and public sector
  • Team work skills
  • At least 4 years work experience in Africa
    Optional (Added Advantage)
  • An understanding of the Ugandan context financial sector and market and networks
  • Demonstrable understanding of impact and results measurement
  • Demonstrable understanding and experience of research
