    Essential Functions

  • You will work under the supervision of the Country Representative, in close collaboration with the programs and support teams.
  • You will lead a department of 10 people including 3 direct reports in the main office in Addis Ababa, plus 6 people in the regional offices across the country.
  • You will be part of the Leadership Team and contribute to bring the organization closer to its vision.

    More specifically:
  • Strategy: you will contribute to setting strategic goals for the country office, maintain sound financial systems in line with GAAP, policy, funder regulations and local law, providing assurance that records and controls are sufficient to ensure the accuracy and reliability of
    financial information
  • Leadership: you will lead the local country team in the implementation of new financial system and application of appropriate procedures and internal controls in conjunction with the PSI global finance team, and lead the required change management while liaising with headquarters for training, reporting, problem-solving, system issues and other needs as they arise
  • Coaching: you will build the capacity of both finance and non-finance staff, support the capacity building of sub-awardees and coach your team to achieve goals and professional growth while promoting and demonstrating an ethical environment, in line with PSI’s values of honesty and acting with integrity
    Financial Reporting: you will review and approve
  • The monthly financial certification package including all supporting schedules and the trial balance,
  • The donor bills and funder financial reports prepared by the headquarters ensuring in both cases timely and quality submissions.
  • Budgeting: you will lead the development of the annual operating budget in Ethiopia and the implementation of departmental budgeting; you will also support the development of new projects’ budgets by supplying timely and accurate financial information to program teams
  • Compliance: you will ensure timely submission of all statutory reports including tax returns;
  • you will ensure that policy, process and procedure manuals as well as forms and workflows are implemented in accordance with PSI’s requirements and are kept up to date;
  • You will ensure that accounting entries and financial reports comply with GAAP, PSI policy, funder regulations and local law; and, in collaboration with legal counsel, you will minimize legal risk to the organization and address any legal issues that arise
  • Audit: you will oversee all internal and external audits, working in conjunction with PSI global finance team and the regional support team where required;
  • You will prepare management comments for audit reports; you will create and implement action plans to remediate audit findings; and
  • you will manage relationships with internal and external auditors
  • Treasury: you will review and approve Operating Advance Requests (OARs) for cash advances from headquarters;
  • you will manage cash flow in the country office and maintain relationships with local banks; and you will Identify innovative ways to minimize cash risks using new technologies such as online banking and mobile money

    Job Requirements

    Your background

  • MS, CPA, ACCA, Chartered Accountant, Certified Accountant, MBA or equivalent experience required
  • Minimum of ten (10) years in accounting and/or finance, including at least 5 years in a senior management role;
  • Fluent in spoken and written English
    Familiarity with funders’ regulations including USAID, BMFG, DFID
  • Working knowledge of integrated accounting systems such as Quick Books Enterprise
